 Duties


 Strategic Alignment


 -              Confers with senior management to ensure workforce planning, personnel actions, labor relations and career development plans support the strategic objectives of the company.


-              Develops and leads the talent acquisition strategy and process to insure the talent necessary to achieve the companies long term objectives is acquired and retained.

-              Coordinates and writes company policy regarding EEO/AAP, compensation, employee benefits, training and career development, and performance management.

-              Gathers employee feedback regarding factors that affect employee morale, motivation and efficiency. Provides feedback, analysis and recommendations to management.

-              Converts human resources data into information that is vital for management decision making. Implements and maintains a human resources information system that meets top management information needs.

-              Confers with management to review performance management standards within the organization. Determines employee development/training and professional growth needs and assists in implementation of programs to achieve the highest employee performance standards. 

-              Provide support and analysis for Merger and Acquisition due diligence efforts.

-              Help develop and corporate wide training plans.

 

Human Resources Management Programs/Processes


 -              Provides guidance to and assists line managers in carrying out personnel related matters. 


-              Oversees the recruitment and job placement activities. Implements policies and procedures on recruitment, testing, selection and job placement. Works with line managers to forecast workforce needs.

-              Formulates compensation guidelines and policy. Determines appropriate salary level for each position based on market data. Monitors annual merit/bonus compensation for compliance with company and governmental requirements.

-              Coordinates benefit programs of the company to attract, retain and motivate employees.

-              Oversees the administrative processes required by law or local government. Implements appropriate procedures to maintain confidentiality of protected information.

-              Evaluates results of department in relation to established goals. Recommends new approaches, procedures to effect improvements in efficiency of department services.

 

 Legal Compliance


 -              Develops and maintains affirmative action program. Ensure all government reporting requirements are met.


-              Consults legal counsel to ensure that policies comply with federal and state law. Ensure compliance through company. 

-              Investigates and responds to employee grievances on behalf of company management. Acts as employee advocate to management as necessary.

-              Act as company representative for governmental inquires and legal actions.

                                                                                                                                    


 Technical Skills: 

-          Align personnel performance and human capital to MCR’s business objectives. Must possess the business acumen to understand how proactive human capital practices can help achieve MCR’s objectives.

 -          Translate business requirements into performance requirements.

-          Ability to read, analyze and interpret technical/government journals, financial reports and legal documents.

-          Strong knowledge and familiarity with application of employment law in government contracting industry.

Communication Skills: 


-          Ability to communicate HR information efficiently to top management, employee groups and/or board of directors. Must possess excellent oral communication and facilitation skills.

-          Ability to listen and communicate with established tenured managers and others in a professional manner, and defuse emotionally charged situations.

-          Must possess excellent written communication skills.

  Supervisory Skills: 


-          Ability to delegate work assignments, set expectations and monitor activities of human resources staff positions. Oversee a staff of approximately 5.
-          Must be able to attract and retain great talent and to form a high performing HR team.

 

Other Skills/Abilities:    

-          Strong computer skills with demonstrated efficiently in MS Office (Word, Excel and Powerpoint).

-          Extensive knowledge of Deltek Costpoint and Cognos, and the ability to use systems to transform the HR function from administrative to strategic. 

 

Qualifications: (What education and/or experience are needed to meet the essential functions/ specifications of the position and achieve required results?)

 

·         Education:

 

Minimum:                     Bachelors Degree in Human Resources or related field

Preferred:                      Professional of Human Resources (PHR) certification or related Masters degree preferred. 

                                      Certified Employee Benefit Specialist (CEBS) or Certified Compensation Professional (CCP) and OSHA training considered a plus.

 

·         Work Experience:

 

Minimum:                     10-15 years experience in human resources field with 5 years of supervisory experience.

 

Preferred:                     Prior experience with government consulting environment.
