Northern Wyoming Mental Health Center, a private, nonprofit, community mental health center that provides comprehensive mental health and substance abuse treatment services. is seeking a Human Resource Manager. Responsible for the management of the HR function, including recruitment, new hire orientation, regulatory compliance, compensation and benefits administration, and policy and procedures implementation/interpretation. Works closely with the management team to understand and support business objectives.
QUALIFICATIONS:
Training, knowledge and experience in Human Resource Management, including contracting and personnel management systems; knowledge of federal and state employment law and regulations; skill in technical writing; computer skills, organizational skills, ability to work independently and handle multiple priorities a must.. Prefer BA/BS level education and/or PHR/SPHR.
DUTIES:
Perform confidential administrative support functions for the Executive Director related to personnel and top-level management policies and issues.
Establish and oversee personnel systems and processes involved in recruiting, processing of new employees as well as processing employee terminations; contracting; process and monitor employee leave requests and recording employee leave activity; organizational orientation of new employees; monitor probationary and annual evaluation process; ensure procedural compliance and adherence to Equal Employment Opportunity, Fair Labor Laws, HIPAA and Personnel Policies; write employee job descriptions and update existing job descriptions. Assist employees with health insurance and other benefit plan needs.
As a member of the Middle Management Team, participate in administrative decision-making at monthly meetings, and perform administrative coordination and support work for the management team.
Organize and assist with State Contract and grant applications, site review documents, other reports and releases of the Center; act as consultant to Executive Director, County Managers and Program Coordinators in preparation of agency and personnel contracts, and monitor their timely negotiation. Act as consultant in other legal processes.
Make independent decisions based upon knowledge of policies and procedures under which the Center is guided; give guidance to clinical, middle management and clerical staff seeking assistance from Central Administration.
Perform administrative support work and provide technical resources to NWMHC Board of Directors, and NWMHC Foundation Board of Directors, in policy and procedure areas and legal requirements; jointly with the Central Administration Administrative Secretary maintain official records and files for the Board of Directors, including official minutes, monthly Board packets, official communications, etc.
Jointly with the Administrative Secretary, organize and maintain important agency documents and records including the maintenance of property titles.
Supervise and evaluate Central Administration personnel as assigned by the Executive Director.
