Human Resources/Recruiting Manager

GNS, Inc. is currently seeking a Human Resources/Recruiting Manager to join our team in our Rockville, MD office. The successful candidate will be responsible for the management and growth of our HR/Recruiting team. Responsibilities can include, but are not limited to:
Recruiting:
· Work with Program Managers and Client to ensure that all openings are filled in a timely fashion with qualified candidates, using GNS’ process
· Communicate with clients on recruiting efforts and expectations
· Manage the day-to-day goals and tasks of the Human Resources
· Work with GNS’ sales department and PMO on qualifying new openings
· Ensure recruiting team is using traditional (ie. Monster, CareerBuilder) and non-traditional (LinkedIn) to identify candidates including passive resources
· Interview and screen potential candidates to ensure they meet employment and position qualifications
· Review employment opportunities and negotiate contract terms with candidates
· Create and track metrics for Executive Vice President and or Director of Operations
· Recruiting professionals in Information Technology Sector
Human Resources:
· Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; establishing human resources objectives in line with organizational objectives.
· Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO, OFCCP compliance, and labor relations.
· Manages human resources operations by orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
· Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
· Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
· Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
· Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
· Excellent knowledge of Human Resources, Hiring, Developing Standards, Foster Teamwork, Management Proficiency, Managing Profitability, Promoting Process Improvement, Building Relationships, Organizational Astuteness, People Skills, Retaining Employees
· Ability to manage multiple tasks simultaneously within a high volume recruitment environment.
Qualifications:
Required:
þ US citizen or Permanent Resident
þ Bachelors Degree in Business Management, Human Resources, or related field
þ 3 years Experience in IT and government contracting
þ 5-7 years of Experience in Human Resources and Recruitment
þ Experience working for a recruiting/staffing agency
þ Experience managing a team (2 or more) of recruiters/HR Representatives
þ Experience with client (senior level) interaction/communication
þ Ability to lead team members to meet/exceed goals
þ Ability to manage processes, procedures, and tasks
þ Strong negotiation skills
þ Strong communication (verbal and written)
þ Strong organizational skills
þ Ability to multi-task and manage multiple priorities at one time
þ Strong competitive drive and highly motivated
þ Experience with MS Office Suite (Word, Excel, PowerPoint)
þ Must be able to work Monday - Friday from 9:00 am - 5:30 pm
þ Must have an excellent attendance record
Preferred, but not required:
þ Knowledge of ISO process
þ Understanding FAR
þ Professional in Human Resources (PHR) Certification

þ Base salary dependent on the level of experience
