The WI Department of Transportation (DOT) is currently seeking candidates for a IS Systems Development Services Specialist vacancy in the Bureau of Information Technology Services (BITS).
DOT is located on Madison's near-west side and offers low-cost parking, an on-site cafeteria and credit union, and plenty of nearby restaurants and shopping venues. In addition the state of WI has an extensive van pool program traveling to/from many of the surrounding communities.
Job Duties: Under general supervision, this position provides advanced system analysis and technical design for complex projects which have a significant departmental impact, that cross organization and/or agency lines, and involve interaction with other project leaders, systems analysts, application programmers, customers and management. This position performs such duties as to review business case documentation, develop Web design solutions that ensure consistency with departmental and statewide architectures, methodologies, standards, and policies, and provide leadership to IT professionals on the adaptation and use of new development tools and methodologies. The assignments made by the Area Supervisor or Project Leader involve gathering requirements from various DOT business areas and involve a large number of complex variables including multi-media and multi-platform requirements and the integration/revision of major systems.

Job Knowledge, Skills and Abilities:
· Skills as a JAVA system architect using J2EE development standards including model-view-controller design implementations, integration technologies and Internet security techniques
· Knowledge and skill in performing advanced business and technical analysis, design solutions and code development for object oriented applications
· Knowledge and skills to develop object oriented web applications using J2EE standards including data and application integration features such as XML, MQ or EJB
· Knowledge and skills in leading the project development life cycle process (i.e. planning, analysis, design, coding, testing, implementation, support) – using iterative development methods and reuse strategies
· Communication skills, including meeting facilitation, working with users and other IT staff, and presenting information
