Job Title: IT Developer

Reports to: Information Technology Manager
Salary: $3,605.00 - $4,506.00 Monthly DOE
Job Summary: Primary duties include systems analysis, design, applications development, project management and implementation of a variety of programs based on the needs of the multiple functions of the City. This work is performed under the direct supervision of the department IT Manager in a team-based environment. The principal duties of the position are performed in a general office environment with some travel to outlying facilities.
Essential Duties & Responsibilities:
· Software Development
· Database Management
· Systems Analysis
· Project Management
· Direction and goal development of GIS;
· Procedure streamlining and task automation;
· Interact with coworkers to establish application and system requirements, analyze the specific
needs of the various city functions, design, develop and implement database programs
according to the techniques and tools required;
· Follows industry standard applications development techniques and practices;
· Provides appropriate documentation both in program code and externally;
· Performs code reviews;
· Keeps current with the latest version of applications development software, techniques and
practices. Research and develop new ideas in applications development.
· Updates policies and procedures for electronic resources;
· Designs and maintains various City websites;
· Provides technical support and training of employees;
· Design and implement information technology projects;
Other Duties and Responsibilities:
· Performs others duties as assigned or needed by IT Management.
Job Specifications:
· Requires degree in Computer Science, Information Technology Systems or Information
Technology Management; or Bachelor degree in related field and 5 years practical experience,
or any equivalent combination of experience and training which provides the knowledge and
abilities necessary to perform the work;
· Must have experience with in GIS, and 2 years practical GIS experience
· Must hold a valid Idaho Driver’s License and good driving record;
· Must display an attitude of cooperation in performance of work assignments, including initiative,
adaptability, flexibility, problem solving, organization and time management; decision making,
proactive engagement with co-workers and clients, resiliency, and management dynamics and
responsibility;
· Provide leadership, strategic management, performance coaching, and communication skills.
· Object Oriented Programming, C#, VB.NET, Python.
· Web Development technologies,: HTML, CSS, ASP.NET, Classic ASP JavaScript,
XML, XSLT;
· Relational Databases: Microsoft SQL Server 2005, MySQL, Microsoft Access.
· Understanding of relational database design and SQL;.
· Windows 2003/2008 Server, IIS7, Microsoft SQL Server, GIS, ArcView, ArcGIS or
other GIS applications; computer aided design and drafting (CADD), and mapping;
· Webpage design and maintenance;
· Scripting and task automation;
· Visio: Create Conceptual Data Models, UML;
· Source Code Control: Subversion, PVCS, Visual Source Safe;
Ability to:
· Deal with complex situations and collaborate effectively with local and/or remote
personnel in order to provide fast and effective problems resolutions;
· Develop tools to conduct complex spatial analysis using GIS and/or CADD programs;
· Perform technical geospatial analysis
· Superior communication skills both verbal and written;
· Work in a fast-paced environment;
· Must be team-oriented and possess excellent organizational and written skills;
· Plan and implement large computer related projects;
· Operate standard office equipment, including a personal computer using program
applications to assigned duties;
· Prepare technical reports including specifications for bids;
· Communicate effectively and establish working relationships with supervisors and co-
workers.
· Programming languages VBA, HTML, AML, Python or other GIS scripting language.
· Citrix multi-user environment, ArcSDE, CADD, MSSQL Server, Visual Studio 2005 or above.
· Three (3) years experience in developing consulting solutions for software development
, programming languages, object-oriented design or architecture, distributed computing applications,
application integration, or database programming and administration; or
· Any equivalent combination of experience and training which provides the knowledge and abilities
necessary to perform the work.

Work Environment & Physical Demands:
· Work is performed primarily in an office environment with moderate noise level. The employee in
this class is frequently subject to inside environmental conditions which provide protection from
weather conditions but not necessarily from temperature changes. The position also requires sufficient
personal mobility and physical reflexes which permits the employee to function in the general office
environment to accomplish tasks;
