Reports to: IT Manager                                                         


Salary: $3,965.00 - $4,957 Monthly DOE 


 


Job Summary:  Primary duties include systems analysis, design, applications development, project management and implementation of a variety of programs based on the needs of the multiple functions of the City.  This work is performed under the direct supervision of the department IT Manager in a team-based environment.  The principal duties of the position are performed in a general office environment with some travel to outlying facilities.


 


Essential Duties & Responsibilities:


·         Software Development


·         Database Management


·         Systems Analysis


·         Project Management


·         Report Writing


·         Interact with coworkers to establish application and system requirements, analyze the specific


      needs of the various city functions, design, develop and implement database programs according


      to the techniques and tools required;


·         Follows industry standard applications development techniques and practices;


·         Provides appropriate documentation both in program code and externally;


·         Performs code reviews;


·         Keeps current with the latest version of applications development software, techniques and


      practices. Research and develop new ideas in applications development.


·         Updates policies and procedures for electronic resources;


·         Provides technical support and training of employees;


·         Design and implement information technology projects;


·         Determining the project approach and schedule;


·         Defining team member roles and expectations, and ensuring timely feedback;


·         ensuring that project resources receive any necessary training and are used effectively;


·         Creation and management of project plans, risk mitigation plans, communication plans, resource


      requirements, project costs and all other project management-related documentation;


·         Development and/or review of estimates and estimating assumptions for the project’s schedule,


      effort, and cost using established estimating models, best practices, and past experience;


·         Managing relationships and coordinating work between vendors, sub-contractors, and different


      teams at different locations;


·         Performing day-to-day management of all phases of the project including requirements


      gathering, design, development, test, and deployment;


·         Managing the completion of deliverables as required by the SDLC;


·         Coordinating all project activities with business owners/stakeholders and other support, technical


      infrastructure, and application teams;


·         Communicating frequently with executive leadership to provide project risk analysis, status, and


      analysis of requirements that might impact strategic direction;


·         Collaborating closely with stakeholders and technical teams to identify and document detailed


      requirements, process flows, and data sources;


·         Review and manage all changes to the requirements through a formally defined scope change


      process; measuring and monitor progress at clearly defined points in the process to ensure that


      the project is delivered on time, within budget, and that it meets or exceeds expectations;


·         Balancing scope, schedule, budget, quality, and risks


 


Other Duties and Responsibilities:


·         Performs others duties as assigned or needed by IT Management.


·         Must hold a valid State of Idaho Driver’s License and safe driving record.


 


Job Specifications:


·         Requires degree in Computer Science, Information Technology Systems or Information


      Technology Management; or Bachelor degree in related field and 5 years practical experience, or


      any equivalent combination of experience and training which provides the knowledge and


      abilities necessary to perform the work;


·         Must have a minimum of 3 years experience as a Project Manager;


·         Must hold a valid Idaho Driver’s License and good driving record;


·         Must display an attitude of cooperation in performance of work assignments, including initiative, adaptability, flexibility, problem solving, organization and time management; decision making, proactive engagement with co-workers and clients, resiliency, and management dynamics and responsibility;


·         Provide leadership, strategic management, performance coaching, and communication skills.


 


Additional Qualifications or Certifications: (Any of the following certifications is a plus)


·         Project Management Professional


·         Advanced Project Management Certification


·         Certified Project Manager


 


Knowledge, Skills and Abilities:


 


Knowledge of


                   ·         Object Oriented Programming, C#, VB.NET, Python.


 ·         Web Development technologies,: HTML, CSS, ASP.NET, Classic ASP  JavaScript,  XML, XSLT;


 ·         Relational Databases: Microsoft SQL Server 2005, MySQL, Microsoft Access.


 ·         Understanding of relational database design and SQL;


 ·         Windows 2003/2008 Server, IIS7, Microsoft SQL Server, GIS, ArcView, ArcGIS or other GIS


      applications


·         Visio: Create Conceptual Data Models, UML;


·         Source Code Control: Subversion, PVCS, Visual Source Safe;


 


Ability to:

Work Environment & Physical Demands:


·         Work is performed primarily in an office environment with moderate noise level.  The employee


      in this class is frequently subject to inside environmental conditions which provide protection


      from weather conditions but not necessarily from temperature changes. The position also


      requires sufficient personal mobility and physical reflexes which permits the employee to function


      in the general office environment to accomplish tasks;
