Responsibilities:
To validate and maximize the benefit of IT initiatives and services, the IT Quality Assurance Engineer shall apply analytical and problem-solving skills. This position is responsible for the development and implementation of Quality Assurance (QA) programs, primarily for communication and network systems. This will consist of system requirements reviews, QA inspections and audits, trend analyses reporting, deficiency identification and correction, Quality Control (QC) self inspection, and vendor surveillances.
Additional Responsibilities Include:
- Establish and maintain a quality assurance program and standards for Information Technology systems and enhancements throughout their lifecycles
- Review engineering project requirements and designs for quality requirements
- Work with project teams to create test plans. Analyze formal test results to discover and report any defects, configuration issues, and interoperability flaws. Perform trend analysis across all projects.
- Manage the Development and Test Lab to provide support to projects and sustaining activities for research and development, prototyping and pilot efforts, and technology evaluations
- Monitor corrective action at all project, job, or performance levels. Conduct vendor surveillance audits and coordinate corrective actions with Procurement and project managers.
- Recommend test equipment required by the IT operating locations for inclusion in the annual budget
- Conduct internal audits to measure and assure adherence to established QA standards for systems performance and processes
- Conduct all inspections with particular attention to safety and environmental considerations
- Manage the Standard Configuration auditing process for monthly and quarterly inputs to the Monthly Management Report to NSF
- Keep IT management informed of performance and quality issues through performance analyses, and documentation and reporting of all inspection trend analysis and corrective actions. Provide recommendations and alternatives that address existing and potential trouble areas in IT systems, services, processes, and projects.
- Cultivate and disseminate knowledge of quality assurance best practices with IT staff
- Establish functional Quality Control (QC) Self Inspection (SI) programs at work sites. Monitor ongoing SI programs during winter months through review of QC inspector generated reports. Review all SI reports during the summer season through on-site visits.
- Support the ISO POC with the ISO quality program in the IT division
- Handles confidential matters (personnel actions, management reports, etc.) in accordance with management policy
- Interacts with all customers and peers, through telephone, email, and in person, in a professional and tactful manner
Qualifications:
REQUIRED SKILLS:
- BS/BA degree
- A minimum of six years experience in IT Project Management or IT quality assurance/control of communications and network systems
- Strong knowledge of system testing best practices and methodologies
- Experience with reporting and analysis
- Excellent verbal and written communication skills
DESIRED SKILLS:
- BS in Electrical Engineering, Industrial Engineering, Information Technology, or related area, with emphasis in Systems Engineering
