IT SPECIALIST OR SYSTEM SPECIALISTLocation: Washington, DC 20001
3.1.8. Transit Industry IT Subject Matter Expert 3.1.8.1. Responsibilities 3.1.8.1.1. Advise CLIENT IT on best practice use of technology in the transit domain. 3.1.8.1.2. Advise CLIENT on the deployment of Intelligent Transportation System (ITS) technologies and projects. 3.1.8.1 -3. Assist CLIENT in coordinating technology efforts with other national and international transit properties. 3.1.8.1.4. Advise CLIENT on user consultation, strategic advisory services,program planning, strategic transit IT capital planning, and strategic IT acquisition planning and intelligent transportation system (ITS) planning and design. 3.1.8.1.5. Train and provide communication materials to CLIENT to maximize its ability to utilize system capabilities, features and other resources. 3.1.8.1.6. Apply concepts of ITS systems engineering processes to support IT business priorities, strategic goals and standards. 3.1.8.1.7. Apply concepts of ITS to support implementation of CLIENT' s IT strategic plan. 3.1.8.1.8. Guide construction of the business case for IT transitional processes. 3.1.8.1.9. Produce flow charts, context diagrams, problem analyses, system connect diagrams and other artifacts to capture and communicate architectural decisions and components. 3.1.8.1.10. Apply transit standard architectural frameworks (such as ITS, TEAF or Transmodel) to the CLIENT enterprise to guide and update the creation of regional projects. 3.1.8.2. Minimum Requirements 3.1.8.2.1. Bachelor's degree. 3.1 .8.2.2. Experience with architecture toolsets. 3.1 .8.2.3. Experience with group facilitation. 3.1.8.2.4. Experience interviewing and documenting stakeholder inputs to transit architecture projects. 3.1.8.2.5. Experience using Microsoft Excel to perform basic financial analysis of business processes. 3.1 3.2.6. Familiarity with Word and Powerpoint. 3.1.8.2.7. Ability to implement complex ITS projects in a transit environment. 3.1.8.2.8. Exceptional verbal and written communication skills. 3.1.8.3. Preferred Requirements 3.1.8.3.1. Experience coordinating software and hardware requirements and working with development teams. 3.1.8.3.2. Experience in implementation of cross boundary service oriented architecture projects or Business Process Management projects using web-services integration. 3.1.8.3.3. Experience in implementation of Microsoft BizTalk andlor Sharepoint projects. 3.1.8.3.4. Experience implementing transit signal prioritization programs. 3.1.8.3.5. Experience implementing regional data sharing programs. 3.1 3.3.6. Experience implementing rail control or SCADA enterprise software systems. 3.1.8.3.7. Formal training in organization development, complex systems analysis, group facilitation, or information systems requirements analysis. 3.1.8.3 -8. Executive experience in a medium-to-large transit authority. 3.1.8.4. Experience Levels 3.1 3.4.1. Level 1 : two (2) to four (4) years experience. 3.1 3.4.2. Level 2: five (5) to eight (8) years experience. 3.1 3.4.3. Level 3: more than eight (8) years experience.
