IT SOLUTIONS/BUSINESS SYSTEM ANALYST
The qualified candidate will support the planning, implementation, and integration of IT-based business solutions at US Navy and related Dept. of Defense (DoD) installations located throughout the US. The successful individual will be the senior technology advisor on multiple project-level IT initiatives that span the spectrum of mission functions including asset management, financial management, human resource management, training systems and other line-of-business solutions. The selected applicant will perform as a leader of the technology implementation and business process transformation effort, the successful candidate will work closely with CTC’s internal project teams, clients, and contractors to mature and champion strategy, vision, governing best practices, cross-organizational integration, and broad utilization of the IT solutions to improve business efficiencies for all assigned business/mission areas. Although not strictly a technical position, the candidate will interface directly with government and contractor technical experts to translate business requirements into functional requirements, and policy/technical recommendations. The position requires solid knowledge of systems analysis, conducting system “As Is” to “To Be” gap analyses, software evaluation processes, implementation planning, change management, and business process integration strategies and techniques. The successful candidate will also be familiar with developing a Plan of Action and Milestones (POA&M) for full implementation of approved DoD framework, processes, and IT tools for enhanced enterprise-wide performance systems.
The selected applicant will also assist in the assessment, design, development, and implementation of architectural solutions including proof of concept, pilot projects, and/or system certification and accreditation. Successful candidate will be familiar with information assurance and communication networks concepts. Ideally the candidate will have knowledge of national information security (INFOSEC) policies as well as DoD IT Security Certification and Accreditation Process (DITSCAP) and related DoD accreditation procedures. Understanding of Microsoft desktop and server applications including Office, SharePoint, Performance Point Server, and database technologies is essential. Awareness of IP-based networking protocols, wireless technologies, networks and operations, and hardware configuration is desired.
The ideal candidate will have the ability to lead IT requirements analysis and technology solution design management efforts for SharePoint portal, business intelligence, and metric dashboard initiatives, lead the planning and implementation of pilot projects and enterprise rollout of software and computer hardware solutions, participate in IT-based business case analysis efforts, consult with project teams, clients, and client contractors on issues related to IT solution design, development, and implementation, and project management, team leadership, customer relationship management/expansion.
Qualified candidates must possess a Bachelor’s degree in Information Systems, Computer Science, Business, or closely-related field, plus 12 years of directly related experience in establishment of technology requirements or technology implementation. Excellent written/verbal/facilitation communication skills are required to effectively interact and build/expand client relationships at multiple levels, including senior leadership, program managers, and end-users. He/She must be a self-initiating, enthusiastic problem-solver, driven to succeed, analytical, and detail oriented, with sound independent judgment, demonstrated IT consulting and thought leadership abilities required to lead clients/contractor teams to consensus and successful outcomes, proven success developing innovative IT strategy for business process transformation projects within the DoD community, and must be able to develop business and technology strategy by understanding key objectives; diagnose and map client requirements; articulate solution risks and barriers; recommend project approaches; prepare time and cost estimates; and plan full project life cycles. Experience with Navy installations, operations, and resourcing is preferred. Three or more years of project management experience in the financial or knowledge management discipline is preferred. Demonstrated ability to handle multiple project assignments concurrently is also required for this position.
