Science Applications International Corporation has an urgent need for an Information Operations Planner to support the newly established Marine Corps Information Operations Center (MCIOC), whose mission is to provide to Marine Air Ground Task Force commanders and the Marine Corps a responsive and effective full-spectrum information operations (IO) planning and psychological operations (PSYOP) delivery capability by means of deployable support teams and a comprehensive general support IO reach-back capability in order to support the integration of IO into Marine Corps operations.
Job Description: Member of a multidisciplinary planning team of cultural analysts and area subject matter experts providing regional, analytic and linguistic expertise to the Marine Corps Information Operations Center (MCIOC) to support the Operations Division. The individual works as part of a team which provides full spectrum fused information operations threat event intelligence reporting, products, targeting and other support for the war fighter. He/she will also analyze adversary capabilities, vulnerabilities, networks, measures of effectiveness and IO target information. He/she will develop reports, presentations and documentation that convey analysis of the political and security environment of the MAGTF's AOR from the cultural perspective of any number of the populations of the region. All members of the team will provide target fidelity support to prepare effective IO strategies and plans.
The candidate will provide "full-spectrum" Information Operations (IO) planning support that integrates the disciplines associated with full-spectrum IO and IO-related activities in support of the MCIOC, MAGTFs, and other Marine Corps Commands as directed. Conduct IO planning support in both garrison and field environments and in support of exercises and contingency operations. Prepares, evaluates, and assesses IO plans, concepts and annexes. Provides assistance in concept development and implementation of influence operations that will integrate asymmetrical and/or irregular warfare consideration along with the different elements of cultural analysis (anthropology, psychology, religion, and tribal/clan dynamics) in order to present/provide integrated courses of actions for MCIOC consideration. Helps to develop and reviews IO doctrine, requirements, policies and training initiatives to include the development and sustainment of TTP training for all USMC IO stakeholders.
The MCIOC is a dynamic organization - the analyst will assume the above as primary duties and will be cross trained in other areas and expected to assist in the accomplishment of the MCIOC's mission.
Education: Bachelor's degree in Anthropology, Biology or Sociology and/or equivalent formal military training in the Information Operations and Influence Operations field, and 4 years (min.) of related experience. Must have the ability to function effectively as part of a multidisciplinary team. Personnel must demonstrate subject matter expertise in Human Factors Analysis - psychological, sociological and cultural methodologies.
Required Skills: Marine or Army (Marine preferred) Operational experience in the Influence Operations (IFO)/Psychological Operations (PSYOP) mission area. Strong analytic, research and investigative skills combined with ops sense and personal initiative and technical expertise/aptitude. Proficiency with Microsoft Office suite and common office software applications is required. The candidate must have excellent oral and written English communication skills with the ability to communicate complex regional political-military policy, security, Information Operations concepts in succinct, lucid prose for MCIOC operators and decision makers, MAGTF IO planners and senior military commanders. The individual must be able to learn quickly and to accomplish tasks under limited supervision. The individual must demonstrate strong attention to detail where the highest quality of product is a constant focus. The willingness to work in an organization committed to high quality customer service is also required. A strong ability to be a contributing team member is a must. The individual also must be able to complete important assignments on a short schedule, under limited or with no supervision.
Desired Skills:
Expertise in marketing and economics. Minimum fluency in reading, writing, and aural comprehension of 3/3/3 as measured by the Defense Language Proficiency Test or comparable US Department of State diagnostic measures. 4/4/4 preferred. Minimum of three years living and working in one of the countries in the CENTCOM or PACOM AOR. The candidate would be able to analyze or extract data directly from the local language sources rather than translating the data for analysis in English, and gather, research, and analyze multi-media content in the local language without losing idiom and nuance in translation. Ability to work with the regional analyst in conducting research and analysis regarding the MAGTF's AOR primarily using the Internet.
Job Requirements:
Proof of Security Clearance. Must have a full Top Secret (TS) with Single Scope Background Investigation (SSBI) within scope for quick adjudication to Secure Compartmented Information access.
Travel may be required.
Work Location: Marine Corps Information Operations Center, initially at the Navy Annex/Pentagon with eventual migration to the temporary MCIOC facility, MCB Quantico, VA after 1 July 2009. Deployable worldwide if required.
