INTRODUCTION
The Oregon Department of Human Services (DHS)/Office of Information Services/Self-Sufficiency Modernization Program is seeking candidates with exceptional qualifications to be considered for the Self-Sufficiency Modernization Program Project Manager/Principal Executive Manager E, limited duration (date of hire through June, 2011). The chosen candidate will be responsible for planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives by using industry best practices and project management principles.
DUTIES AND RESPONSIBILITIES
The Self-Sufficiency Modernization Program Project Manager will work with other managers including the Business Analysis Manager, Business Transition Manager, Development Manager, Program Leader, and Deputy Program Leader to plan and lead complex software development projects.
The major duties include:
Initiation of projects, including establishing project goals, primary objectives and rough-order estimates.
Perform initial risk assessments and assist with identification of project teams and project sponsors.
Lead the planning process, including preparing project plans, defining project scope, determining project tasks, deliverables, resources, estimates, schedule, and feasibility.
Determine resource needs.
Recruit and interview team members.
Determine contracting needs and request solicitations. Review responses and recommend contract decisions.
Direct project execution.
Coordinate and assign resources.
Assign and review work.
Monitor project issues and risks. Prepare and complete mitigation strategies.
Prepare reports and other communications for various stakeholder groups.

MINIMUM QUALIFICATIONS:
To qualify for this position you must have a minimum of four years of experience of information system project management that includes responsibility for each of the following:
Development of rules and policies;
Development of long- and short-range goals and plans;
Program evaluation; AND
Budget preparation/management.
EDUCATION: Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
