The Oregon Department of Human Services (DHS)/ Administrative Services/Office of Information Services (OIS) is seeking exceptional candidates to be considered for the Self-Sufficiency Modernization Development Manager/PEMD located in Salem. This full-time position is responsible for the management of the technical custom development activity for the Self-Sufficiency Modernization Program.
SCOPE OF THE POSITION
The Self-Sufficiency Modernization Program was established to enable improved delivery of human services to Oregon citizens in need. The SSM Program will provide online access to services and benefits processing and improve caseworker effectiveness, through a series of case management systems improvements.
The Sufficiency Modernization Development Manager is responsible for the systems architecture including platform selection, development frameworks and libraries, integration methods and development tool selection as well as the consistent application of these architectural solutions.
The major duties include:
Supervision of the development and database staff including defining roles, assignments, setting performance objectives and monitoring performance.
Responsible for program level planning, project planning and tracking, estimating and capacity planning, resource allocation and infrastructure planning.
Manage contracts.
Prepare and deliver presentations.

MINIMUM QUALIFICATIONS: Six years of supervision, staff-technical, or professional-level work experience related to Information Systems. This experience must have included at least two years of program/project leader responsibility which included responsibility for one or more of the following:
* Development of program rules and policies,
* Long- and short-range goals and plans,
* Program evaluation, or
* Budget preparation/management.
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.
