INFORMATION TECHNOLOGY COMPLIANCE MANAGER
Our client is the largest provider of healthcare benefits software in the United States. The company’s solutions reduce costs, expand market share, ensure compliance, and improve customer satisfaction. Their solutions are sold to Employers and Health Plans. On behalf of our client, we are looking for an IT Compliance Manager.
As the Compliance Manager you will provide project management and leadership on IT compliance projects with emphasis on HIPAA (Health Insurance Portability and Accountability Act), ARRA (American Recovery and Reinvestment Act), PCI (Payment Card Industry), NACHA (National Automated Clearing House Association), SOX (Sarbanes-Oxley Act) and Privacy regulations. You will drive planning, analysis, development, testing and remediation for IT compliance initiatives, external industry and regulatory initiatives. The position is located in Charleston, South Carolina and pays a competitive salary plus a comprehensive package of benefits. The company will pay for relocation to Charleston.
Responsibilities include:
- Execute the IT compliance project plan supporting the IT compliance program and develop the ongoing procedures for maintenance and assignment of company controls. Provide metrics that measure effectiveness of these initiatives.
- Communicate control deficiencies and assist with remediation action plans.
- Maintain document repository for IT regulatory documents (e.g., Sarbanes-Oxley and PCI control assessments, issues logs, core application documentation, audit exceptions log), ensuring that documentation is maintained and updated to reflect process changes for key systems.
- Identify and implement project and program process improvements, which result in efficiencies in compliance program and collaboration with key stakeholders.
- Facilitate scheduling and execution of compliance activities including annual risk analysis. Coordinate with IT and Business resources, internal and external auditors for compliance with regulations and customers requirements.
- Serve as a resource for IT and Business resources, providing guidance and instruction to ensure their compliance with Company policies and procedures, including requirements for compliance.
- Collaborate with key stakeholders in IT to assist with education, development, implementation, and reporting of control processes, documentation and compliance routines.
- Ensure that all compliance and process improvement activities follow the appropriate change management, security governance, and documentation requirements.
- Supports the documentation, review, and approval of the project business case as required.
- Develops and maintains a productive working relationship with project sponsors, project team, business project lead, vendors and other key clients.
Basic Qualifications
- Bachelor's degree
- Minimum 7 years of IT project management experience or equivalent IT leadership experience.
- Minimum 5 years risk analysis, development, testing, and monitoring IT business processes and controls.
- Demonstrated understanding of Payment Card Industry (PCI), HIPAA (Health Insurance Portability and Accountability Act), and Sarbanes-Oxley Compliance process improvement methodologies.
- Advanced skills in MS Project, Word, Excel and PowerPoint.
- Must be willing to relocate to Charleston, SC.

Additional Qualifications
- Consulting experience a plus.
- Strong adherence to established SDLC principles; uses PM standards and tools to increase project efficiencies.
- Strong Project/Program Management capabilities with demonstrated experience in evaluating risk and identify critical path activities.
- Proven ability to apply business process re-engineering to develop effective solutions to business problems.
- Demonstrated ability to bring structure to ambiguous environments and relate well to people at all levels of the organization.
- Strong capabilities with complex project management including project planning, scheduling and accountability management.
- Ability to influence change outside of your span of control and build stakeholder support.
- Strong negotiation skills and the ability to get results through formal channels and informal networking.
- Customer support or training experience is preferred.
