1.0 GENERAL
An Instructional Systems Designer at the National Geospatial Intelligence College (NGC) is a Curriculum Development Branch (CDB) team member focusing in on the modernization of existing NGC courses and development of new NGC courses.
Candidate must hold a Top Secret SCI clearance, NGA experience is a plus
2.0 TASK DESCRIPTION
Specific duties may include:
1. Lead/manage a single development effort or segment of an overall development effort using Project Management techniques.
2. Mentor less experienced Instructional Designers.
3. Apply/improve established instructional design processes across an extensive curriculum.
4. Plan, design, administer, analyze and report the results of training needs assessments (TNA).
5. Employ templates and matrices to assist in the rapid modernization / development of NGC courses, to include storyboarding for HTML/multimedia presentations.
6. Participate in review / editing procedures for course materials.
7. Review, edit, and write course materials with input/assistance from subject matter experts (SMEs).
8. Assist SMEs with:
a. Selection of appropriate instructional interventions.
b. Development of instructional sound course objectives.
c. Design and development of realistic scenarios and case studies.
d. Design and development of valid assessment items/tools and evaluating these materials.
3.0 LOCATION OF WORK
Fort Belvoir, VA
4.0 PERIOD OF PERFORMANCE
The Period of Performance for this position will be provided in the subcontract documentation. This position will be a full-time 40-hour/week position. This position may be required to work alternate shifts and may be required to travel. Travel, alternate shifts and overtime (if required) must be agreed and approved in advance by Lockheed Martin.
5.0 SECURITY REQUIREMENTS
Individual shall be clearable to TS/SCI (i.e., has a current SBI)
6.0 SKILLS AND QUALIFICATIONS
The minimum skills and qualifications are:
1. Demonstrated communication skills (both written and oral)
2. Demonstrated organizational and time management skills and a keen sense of attention to detail
3. Demonstrated innovative capabilities and diligent work ethic
4. Expertise with intranet, internet, or other web-based training development, including storyboarding.
5. Three years of MS Office experience.
JUNIOR-LEVEL MINIMUM QUALIFICATIONS
1. BA / BS or 2 to 5 years equivalent experience
2. Knowledge and application of adult education theories, methods, and strategies
3. Knowledge of computer assisted learning methods
4. Knowledge of Instructional Systems Design (ISD)
5. Strong oral and written communications skills: excellent writing skills including good command of grammar and business communications style
6. Experience working with imagery and/or geospatial analysis tools/techniques: proven analysis, teamwork, and problem solving skills
7. Experience on a team integrating cross-functional or inter-disciplinary topics
MID-LEVEL MINIMUM QUALIFICATIONS BA / BS
1. Demonstrated knowledge and application of adult education theories. methods, and strategies
2. Minimum five years professional experience in systematic approaches to curriculum development (ISD or SAT)
3. Minimum of five years of operational experience as either an imagery analyst or geospatial analyst: proven analysis. teamwork, and problem solving skills
4. Two years Project Management (PM) experience on small-scale curriculum development projects using PM tools and techniques. to include MS-Project
5. One year consulting experience providing systematic approaches to curriculum development processes (ISD or SAT)
6. One-year experience with planning, developing, and applying training needs analyses or assessments
7. One-year experience teaching in college, senior high school, military institution or other adult learning program
8. One-year experience on a team integrating cross-functional or inter-disciplinary topics
9. Ability to work independently or in a multidisciplinary team environment; flexible; detail and deadline oriented
SENIOR-LEVEL MINIMUM QUALIFICATIONS
1. MA/ MS/MBA or Masters in Education
2. Demonstrated knowledge and application of adult education theories, methods, and strategies
3. 5 to 7 years professional experience in systematic approaches to curriculum development (ISD or SAT)
4. Minimum of five years of operational experience as either an imagery analyst or geospatial analyst: proven analysis, teamwork, and problem solving skills
5. Two years Project Management (PM) experience on small-scale curriculum development projects using PM tools and techniques. to include MS-Project
