International Licensing Analyst Staff

Description:
Lockheed Martin Corporation seeks an experienced export licensing and compliance professional with an in-depth understanding of the USG export laws, regulations and licensing process. As a member of the Lockheed Martin Corporate Export/Import Office, serves as an export control coordinator and empowered official, primarily supporting Enterprise Operations ("EO"), the Lockheed Martin Corporate Headquarters organization, including Enterprise Business Services. Responsibilities will include:


- Support the Corporations information technology initiatives, including new social networking applications, and IT connectivity improvements to LM international offices and subsidiaries.

- Provide guidance and training to EO employees on compliance with US export laws and regulations. Must be comfortable and effective providing in-person and remote training to diverse groups.

- Establish export procedures and conduct training for international travelers.

- Interface with internal and external worldwide import and export operations and business development offices. Review and approve exports of defense articles and commercial items.
Coordinate with traffic and shipping department to ensure proper use of Customs Department Automated Export System.

- In cooperation with Corporate Legal, investigate potential export/import violations and draft voluntary disclosures.

- Conduct reviews of technical documents to determine whether appropriate for release to foreign persons (including LM subsidiaries), or into the public domain.

- Coordinate with Corporate Security and Corporate Information Security to develop and implement controls to prevent unauthorized disclosure or access to defense articles and export-controlled information.

- Coordinate with Departments of State, Commerce and Defense, leads meetings as required to resolve export regulatory issues.

- Represent the Corporate Export/Import Office in technical meetings and structured improvement activities to ensure export/import regulations are appropriately considered and adequately addressed.

- Conduct analysis of international business transactions and scenarios and provide guidance on applicable export and import regulations, policies and processes.

- Write and submit export license applications; authorize use of applicable exemptions or exceptions, files appropriate regulatory documentation and maintains records, as required.

- Assist and support the Director, Corporate Export/Import Office and Deputy Director, Export/Import Compliance, as required, to implement the Corporations export policies and procedures.

May occasionally support other Corporate offices, such as Audit, Legal and Ethics & Business Conduct, as necessary.

Qualifications:
Required Skills/Experience


- Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree. Considered an emerging authority.

- Experienced export licensing and compliance professional with effective written and verbal communications skills are necessary to be successful.

- Ability to multi-task and discern priorities.

- In-depth knowledge, understanding and experience implementing U.S. export regulations relating to exports of computer technologies, software, encryption and direct commercial sales of defense articles and services.

- Must be able to effectively interface with all levels of employees, from corporate executives to junior level staff.

- Confident, comfortable public speaker, having strong presentation and training skills.

- Intermediate to Advanced skills with the Microsoft Office Suite.

Desired Skills/Experience

- In-depth knowledge of information technology tools, especially data collaboration and social networking software, including appropriate process and access controls for protection of sensitive information.

- Technical, engineering, or operational military experience with defense articles a plus.
