Position Description:

The Manager of International Trade Compliance/Commodity Specialist will lead and direct the implementation of trade compliance programs, policies, procedures, training and internal audit programs to help ensure compliance with U.S. Government and non-U.S. import and export regulations. This person will serve as the primary point of contact for internal and external inquiries and audits.

This person will also manage indirect commodities such as Logistics, Hurman Resources, Legal, Marketing and Finance and manage the Company’s global card programs.

Duties and Responsibilities
• Maintain an internal control system that includes international trade compliance procedures and training to help ensure that impacted employees understand and follow specific laws and regulations governing the importation and exportation of merchandise.
• Communicate strategic plan, compliance gaps and ad hoc custom agency audit requests to senior management.
• Manage Boart’s customs consultant and customs brokers to ensure compliant, efficient, and cost effective entry of goods. Establish and monitor service providers’ performance against clearly defined KPIs.
• Provide regulatory interpretation and guidance in the following areas: Anti-boycott/Restrictive Trade Practices, Export Control Classification, Export Licensing, Compliance Training, Export Documentation, Tariff Classification, Customs Valuation, Country of Origin Marking, Recordkeeping, Preference Programs and FTAs and Customs Clearance.
• Ensure proper product tariff classification and valuation information
• Manage supply-chain security initiatives such as 10+2.
• Manage compliance with preferential trade programs, including NAFTA.
• Ensure recordkeeping programs are maintained in compliance with local customs requirements
• Conduct audits to assess the export/import compliance of company and supporting operating entities. Assist in determining and implementing corrective actions where necessary.
• Evaluate, implement, and manage trade compliance specific IT solutions for Oracle.
• Respond to government requests in a factual and timely manner.
• Conduct and report findings of internal risk assessments to Legal and Sourcing and follow-up with Compliance Improvement Plans.
• Lead global Compliance meetings with senior management
• Develop and maintain various processes related to trade compliance.
• Maintain Trade Compliance intranet site
• Gather and provide detailed analysis and information which may have financial impact on sourcing decisions
• Ensure competitive total cost of ownership on all sourced components and services through extensive market analysis and benchmarking
• Follow standard, process driven supplier selection processes
• Support management reporting of quarterly cost rollups and process metrics
• Manage supplier contracts and interface with suppliers
• Identify cost savings opportunities from Company data sources
• Develop and execute global sourcing strategies
• Support commodity supplier rationalization plans
• Lead numerous ad hoc teams across the organization on a project by project basis



Position Requirements:

Requirements • 2+ years of experience in International Trade Compliance.
3-5 years Sourcing or Procurement experience.
Experience in Indirect or Services Sourcing Categories a plus.
• Strong cross-functional collaboration and problem solving skills and ability to influence others through demonstrated expertise.
• Experience managing logistics service providers.
• Ability to discuss sensitive compliance issues in a tactful manner.
• Excellent verbal and written communication skills.
• Thorough understanding of EAR, U.S. Customs Regulations and other laws and regulations governing international trade.
• Working knowledge of tariff classification, valuation and country of origin determination laws.
• Ability to conduct training.
• BS/BA required, MBA preferred.
• U.S. Customs Broker License a plus.
• Ability to lead global, cross-functional teams to achieve goals and objectives
• Ability to interact with and influence senior management
• Strong consensus-building, teamwork, and creativity
• Excellent negotiation skills
• Working knowledge of purchasing, planning, BOM structuring, supplier selection process, system applications such as MS PowerPoint, MS Word and MS Excel
• Ability to formulate and present high level presentations
• Program and project management experience a plus
