Joint Service Endgame Model (JSEM) Enhancements and Target Development Analyst
The candidate shall conduct the following services and development tasks for USSTRATCOM.
AJEM-JSEM Model Methodology Task. The candidate shall set up and document the process for creating AJEM (Advanced Joint Effectiveness Model)-JSEM aircraft models based on the following requirements: - a blast cylinder or equivalent model - a contact geometric skin model using on the order of 1,000 geometric components - a fragmentation model containing vulnerable components for the specified kill level should include fragment velocities, materials (steel, titanium, tungsten, & DU) and mass (1-50 grams) to cover the entire spectrum of air-to-air and surface-to-air warheads - a "stick line" outline of the target for fuse model function - a set of damage probability tables for the components in the fragmentation model that does not assume symmetry about any target axis - a failure analysis logic tree (FALT) for each specified kill level, diagrammed graphically and specified for JSEM and AJEM - a vulnerability analysis will be done at typical aircraft employment altitude and airspeed The candidate shall meet with USSTRATCOM’s modeling engineers and analysts to review the proposed methodology and coordinate classified details not specifically addressed by this SOW, specifically fuel and weapon loads, threat fidelity, and documentation considerations. The proposed AJEM-JSEM methodology shall be approved prior to execution of specific aircraft model development.
AJEM to JSEM Converter Task. USSTRATCOM requires its future JSEM models to be developed using AJEM and then converted into a JSEM formatted model. The candidate shall develop and implement an AJEM output-to-JSEM input conversion methodology. Any resultant methodologies and processes will be described in detail and documented.
JSEM B-2 Vulnerability Data Set Creation Task. The candidate shall create a JSEM target model of the B-2 aircraft utilizing the approved AJEM-JSEM model methodology. The candidate shall use this data to create a detailed geometric model and vulnerability assessment in AJEM and convert that output into a usable JSEM model. All model pedigree information will be described in detail and documented.
JSEM F-16 Vulnerability Data Set Creation Task. The candidate shall create a JSEM target model of the F-16 aircraft utilizing the approved AJEM-JSEM model methodology. The candidate shall use this data to create a detailed geometric model and vulnerability assessment in AJEM and convert that output into a usable JSEM model. All model pedigree information will be described in detail and documented.
Future models of interest for follow-on work include, but are not limited to: B-1B, B-52H, EA-6B, F-117A, F-15E, F-16C, F-18D, KC-10, AWACS, U-2, AGM-86(B&C), BGM-109(C or D), AGM-129, JSOW, JASSM and F/A-22.
| | Experience Requirements | The candidate shall possess the necessary training, qualifications, and clearances to accomplish all tasks. The candidate shall demonstrate a full understanding of Modeling, Simulation and Analysis (MS&A). Resumes may be submitted for validation of skill sets.
The candidate shall be able to prove that personnel assigned to this task have experience and/or education with recent combat aircraft engagement and weapons modeling experience to assist with model and database development, troubleshooting and developing new methodologies.
The candidate shall have experience in model development, model and software management, and post-production model runs, testing the success of model improvements.
The candidate shall possess excellent communication skills.
| | Additional Information/Keywords | | Travel shall be necessary to perform the requirements of this contract. The candidate shall be authorized up to three trips from their contract facility to Offutt AFB at standard government per diem rates for planning, cost and performance reviews/meetings. |
