The person will function as the core tester for our application but will also be given other functional responsibilities such as metric development.  A background in the PPBE is essential as well as having or the ability to get a SECRET clearance.

POSITION SUMMARY:

Under minimal direction, formulates and defines systems scope and objectives through user needs and an understanding of business systems and industry requirements.

RESPONSIBILITIES:

Performs at an advanced technical level on all phases of analyzing business and user needs, documenting requirements, and translating into proper system requirement specifications.

Develops or modifies procedures to solve complex problems within information systems.

Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise.

Interviews personnel from functional user area under study to learn general purpose of systems and information requirements of positions involved in the data flow.

Analyzes client resources, including funding, personnel, and unfunded requirements.

Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary.

Tracks and documents changes to functional and business specifications.

Monitors and documents post-implementation problems and revision requests.

Develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.

Trains and provides guidance to less experienced Business Systems Analysts.

EDUCATION & EXPERIENCE:

Typically requires bachelor’s degree (in related field) or equivalent, and five to seven years of related experience.
