POSITION DESCRIPTION: Essential Job Functions and Responsibilities Include:
Serves as the Lead Web Engineer for integrating and transitioning web technologies and applications in a multi-security domain environment. This Web Engineer is responsible for the continuation, integration, and follow-on enhancements to the Customer’s web environment on multiple security networks. Duties include technical planning, scheduling, accreditation, and transition issues. Position provides the transition web services for bringing in new capabilities, products, and processes. A primary duty is to provide JAVA web capabilities as defined by the requirements process.
Duties and qualifications, identifying both essential and marginal duties:
Responsible for the design, integration, and on-going enhancements to our Customer’s web sites and access to data. As the Lead, should demonstrate experience and an understanding of the following:
· Program web services using JAVA/perl/JAVAscript/php/coldfusion.
· Formulates and defines specifications for complex web programming applications.
· Tailors and integrates complex COTS, web, GIS, imaging, and database management technologies and tools to web-enable mission critical information.
· Responsible to understand the program design, coding, testing, debugging, and documentation; and has full technical knowledge of all phases of web programming and integration of all new technologies being delivered into the Gateway environment.
· Transform Customer’s products, information, and data into web content for dissemination on national and coalition networks and the World Wide Web.
· Develop software to tie tools and applications together into workable systems.
· Design and operate Content Management Systems.
· Responsible to analyze and coordinate requirements with customers and respond to customer feedback, adjusting interfaces and content.
· Analyze access and usage statistics and trends to assist in deciding best allocation of resources to support server and storage capacity planning.
· Adhere to Customer’s quality assurance and standard look-and-feel programs as an integral part of all their activities.
· Understand search engine appliances such as Google. Program search engine for Customer data environment. Able to recall search engine data in a "spill" incident.
· Familiar with GIS systems.
· Acts as a project leader for individual projects within operations.
· Fluent in generic/specialized Web Engineering practices and processes.
· Understand basics of Public Key Infrastructure (PKI).
· Knowledge of Customer’s electronic interfaces and dependencies.
· Understand Customer’s implementation of authentication process and Firewall policies
· Knowledgeable in ArcIMS software, its application, and capabilities to assist customers in its use
Education, Skill, and Experience Requirements:
This position requires a Bachelor’s degree and 7-10 years experience or equivalent work experience. The candidate should have hands-on knowledge and some background with Windows/Unix System Administration, LDAP, and SiteMinder implementation. Solid familiarity with web type of dissemination systems and our Government customer’s change management processes strongly recommended.

* Upon hire, employee has 6 months to obtain primary certification and is required to maintain certifications while functioning in this position.

If a candidate has the following security certifications (that meet DOD 8570 criteria for IAT Level I), no additional security certification training is required for this position: A+, Network+, SSCP, GSEC, Security+, SCNP, SSCP, CISA, CISSP, GSE, and SCNA.
