Licensing Administrator


 


Location:  Atlanta, GA



Manage and administer technology transfer licensing activities in support of CDC’s implementation of the Stevenson-Wydler Technology Innovation Act of 1980, Federal Technology Transfer Act (FTTA) of 1986, and amendments, and Executive Order 12591.


 


Job responsibilities:


·         Assist in creating, monitoring and executing license agreements negotiated by NCIRD and TTO to include material transfer agreements (MTA), and cooperative and research development agreements (CRADA), biological material license agreements (BMLA), patent license agreements, commercial evaluation license agreements, inter-institutional and interagency agreements.


·         Maintain database of all agreements, transactions, enquiries, and follow-up activities.


·         Work with licensing and marketing specialists on post-negotiation activities pertaining to license agreements; catalogues and updates license agreements to ensure appropriate data storage and retrieval.


·         Manage licenses to ensure that licensees are meeting the terms of the agreement (compliance). 


·         Assist the office with Federal Register notifications.


·         Perform timely and accurate invoicing to licensees for royalty payments and obtaining progress reports on product and commercial development. 


·         Determine whether the licensees have met the milestones and benchmarks of the agreement and update TTO leadership/inventors.


·         Manage files pertaining to administering of the licenses; create periodic license summary and royalty schedule of payments due and received for each agreement. 


·         Generate statistical reports including reports for EIRs received from CIOs, patent applications filed, patents issued, agreements executed, etc.


·         Assist in the generation of payment distribution memo, confirm and validate royalty payments.


·         Review and coordinate with the licensee to ensure that the technology is being developed in accordance with their commercial development plan and identify problems and seek solutions.


·         Assist in the reconciliation of individual spreadsheets from CDC-FMO reflecting royalty income and patent prosecution costs.


·         Act as a liaison between TTO, inventors and other CDC offices in facilitating the processing of employee invention reports and effectuating the patent prosecution process in a timely manner.


 


 


Qualifications:  Bachelor's Degree or a Paralegal Certificate required.  Intermediate computer skills including Microsoft Office programs are also required.  Qualified applicants will possess excellent organizational, multi-tasking and verbal and written communication skills.  Must be able to perform detailed work with a high degree of accuracy, prioritize tasks and work independently in a fast paced work environment.
