Logistics Information Systems Analyst (1066)

 

Position is on the Research Staff of a nonprofit management consulting organization headquartered in McLean, VA. The analyst will work on-site at the offices of the Defense Transportation Coordinator Initiative (DTCI) Program Management Office in O’Fallon. IL. DTCI is a major program management office under the United States Transportation Command, Command, Scott AFB, Illinois.

The DTCI project involves contracting a major part DoD’s transportation management and load coordination to a third party logistics provider (3PL).  This position within the DTCI PMO office is in the IT Integration Division, directly supporting the IT implementation aspects of the project.  The 3PL is integrating its enterprise Transportation Management System (TMS) with the DLA, Air Force and SDDC owned and managed Transportation systems.  This integration requires a series of system change requests, EDI data exchanges, monitoring the progress of the system change request, overseeing the periodic DIACAP recertification of the 3PL’s TMS, and additional IT and program management duties as requested by the government. The analyst will work directly with Government, LMI, and other contract employees on a daily basis.

 

 Principal Duties and Responsibilities:

 In direct support of the DTCI Program office, the analyst will:

  • Develop and deliver plans and schedules, functional and technical requirements, risk assessments, and solution alternatives for the program office when requested.
  • Monitor and advise the Division Chief and Program Manager on the status of progress being made on the DLA and Service system change requests still pending.
  • Respond to trouble reports resulting from field operations.
  • Validate the 3PL’s actual performance against Key Performance Indicators (KPIs) established by the formal government/3PL contract.

Specifically, the Logistics Information Systems Analyst will:

  • Prepare presentation materials in support of major program reviews and other meetings.
  • Attend various site visits, implementations and meetings as directed by the Chief, DTCI IT Division.  
  • Learn how to operate, train, and assist field users with the DTCI-CMOS, DTCI-DSS, and DTCI-GFM software needed to order, change and confirm transportation request between the shippers and the 3PL.
  • Assist the 3PL and the PMO office with registering new users of the 3PLs TMS system, to include facilitating password management and approval between the 3PL and DoD shippers. 
  • Organize and facilitate meetings, compose and publish meeting minutes, and file trip reports and other business notes and correspondence.
  • Team on various other LMI logistics technology efforts as required.

 MINIMUM QUALIFICATIONS:

  • A Bachelors Degree and 8 years or a Masters degree and 5 years experience  working with IT related projects
  • Experience with system help desks operations and/or multiple site system fielding projects would be a plus.
  • Professional experience and academic training in information systems.
  • Excellent oral and written communications skills are a must.
  • Experience and training in electronic commerce data exchange methods, such as EDI, would be a plus.
  • Experience and training in system integration of 3PLs and their clients would be would be a plus.
  • Familiarity with IT system interface issues, interface development and testing, and EDI X12 is desirable.
  • Good written and oral communication skills is highly desirable.
  • Working knowledge of Microsoft Office is mandatory.
  • Available for travel once or twice a month for 2-3 days.
  • Ability to obtain a favorable DoD NAC background check and secret clearance.
