MANAGER, HEALTH & WELFARE PLANS

Skills, Knowledge and Experience Required
· B.S. degree in Human Resources, Business Administration or related field required.
· Minimum of 10 years experience in welfare plan administration preferred, including well- rounded knowledge of benefit plan design, concepts, practices and procedures, and legislative requirements.
· General knowledge of Human Resource practices and procedures helpful.
· Strong math, computer, and analytical skills
· Proven problem solving ability.
· Experience with SPDs, SARs, SMMs, 5500s, FAS
· Ability to read and interpret a wide variety of benefit plan documents/provisions.
· Understanding of regulatory requirements related to health & welfare plan administration including COBRA, USERRA, and participant communication requirements
· Strong oral and written communication skills, ability to communicate effectively with vendors, HR community, management and employees, with strong interpersonal skills required.
· Demonstrated ability to work well in a team environment.
· Supervise Benefits staff as assigned (Benefits Account etc.)
· Must be detail-oriented, technically astute, and able to manage multiple complex tasks.
· Proficient in Word, Excel, and Power Point. Knowledge of SAP or other HRIS databases and Access.
· Skill in handling sensitive and confidential matters.
· Ability to lead and complete special projects at the direction of the Vice President – Benefits Plans.
Position Summary
Participates in formulating recommendations for Plans’ operational and strategic changes of health and welfare plans. Oversee administration of health and welfare plans including medical, dental, vision, short term disability, long-term disability, term life insurance, group variable universal life insurance, dependent life insurance, health and dependent care spending accounts, legal and other benefit plans. Review and analyze the benefit cost data, noting trends and recommending actions for cost containment and administrative efficiencies.
Major Responsibilities
· Jointly set personal annual performance targets with Vice President - Benefit Plans.
· Set personal annual performance goals with benefits staff as assigned.
· Manage numerous claims administrators/insurers including major medical carriers, EAP carriers, life insurance providers, HMOs, a COBRA administrator, a dental carrier, a vision carrier, a prescription drug carrier, a spending account carrier, legal services carrier, and an LTD administrator for both retired and active plan participants.
· In conjunction with the Vice President of Benefits institute audit, reporting and review procedures to monitor costs and trends for self insured health care claims and other welfare plans as directed.
· Supervise and coordinate the cost data analysis procedures and other projects performed by assigned benefits staff.
· Coordinate and supervise the Medicare D program.
· Employee communications - responsibility for all health and welfare communications and over-seeing open enrollment materials regarding yearly benefits open enrollment for active employees, employees on long-term disability, COBRA participants, and retirees. Also responsible for communications required by law such as Summary Annual Reports (SARs), Women’s Health & Cancer Rights Act, Summary of Material Modifications (SMMs).
· As authorized by the FC Benefits Committee, review, research and determine first level appeals under the health and welfare plans and communicate that decision to the participant under the direction of the Vice President – Benefit Plans.
· Working with ERISA counsel and the Vice President of Benefit plans, review, update, correct and produce Summary Plan Descriptions (SPDs) for all active employees, employees on long-term disability, and retirees.
· Coordinate data and preparation for the Form 5500 filings for all health and welfare plans including Riverton & New Eagle Plans.
· Review and recommend modifications to benefit administrative business processes and HR system to promote data integrity, reporting accuracy and process efficiency
· Assist Vice President of Benefits in gathering & reviewing data to produce recommendations for yearly benefit plan design and price tags for yearly benefit packages.
· Interface directly with vendors, consultants, ERISA counsel and other outside entities as directed.
· Responsible for reviewing and supplying all information for the annual Cammock Benefit survey and other surveys as directed.
· Assist the Vice President - Benefit Plans as requested.
