MITA / MMIS Subject Matter Expert

The American Recovery and Reinvestment Act initiated many changes affecting healthcare IT systems, health information exchange and privacy.  We seek a MITA / MMIS Subject Matter Expert with experience in MITA Framework 2.0 and MMIS Automated Systems Planning.  The successful candidate will provide comprehensive analysis of Medicaid business processes to aid strategic long- and short-term planning.  We are a leader in process management and workflow analysis for Federal and State agencies. 


 


POSITION RESPONSIBILITIES:


The MITA / MMIS Subject Matter Expert will perform tasks related to technical project management, planning, requirements analysis and MITA assessment including:


1- Conducting a MITA State Self-Assessment


    a- Presenting on the MITA framework


    b- Defining the State’s current business model and mapping it to the MITA Business Process Model


    c- Assessing current system capabilities to determine target capabilities


    d- Developing a transition and implementation plan


2- Providing MMIS Automated Systems Planning


    a- Developing functional requirements for an MMIS


    b- Helping to prepare an MMIS RFP and facilitate vendor selection


 


REQUIREMENTS:


1- Master's degree in a public health or technical field with 8 years of directly related experience of combined Systems Development and Program Management of healthcare IT systems.


2- Demonstrated experience with MITA SS-A and automated systems planning for government health and social services agencies.


3- Experience developing functional requirements definitions and general systems design documents.


4- Demonstrated ability to establish direction, provide alignment with program objectives, and meet multiple program commitments individually and with team of people across multiple projects.


 


DESIRED SKILLS:
1- Working knowledge of requirements for MMIS systems, and applicable state and federal (CMS) mandates.


2- Excellent technical writing skills and experience developing RFPs.


3- Familiar with existing and planned Medicaid and health care IT projects in Delaware.


4- Experience with MMIS replacement projects.


5- Strong understanding of landscape of MMIS, MITA Framework 2.0, Medicaid and healthcare IT standards, systems, and interfaces.
