ASK Staffing is currently searching for a Technical Business Analyst with a strong MMIS background for our client in the Columbia, SC Area.

General Duties:

The MMIS Requirements Manager is responsible for elicitation and life-cycle management of the requirements for a replacement MMIS, a multi-year effort that will be one of the largest IT projects in the State. The requirements may include functional and non-functional requirements; business and data models; use cases; business rules; and other representations of business and technical needs. This person may supervise other requirements and business analysts, and will direct the activities of numerous subject matter experts representing the business areas being served by the MMIS. The Requirements Manager will be required to interact with internal and external organizations and persons on a daily basis, including State and Federal Government; vendors performing outsourced work; representatives of providers and beneficiaries in the State; and other stakeholders. The requirements team will be involved in all phases of the project, including design and test, so the Requirements Manager must continue to provide leadership and functional/domain expertise even after completion of the initial requirements analysis activities.

We are seeking a leader with actual IT requirements elicitation and management experience, not a business analyst focused on operations analysis.

Desired Skills and Experience:

Experience eliciting and managing requirements on one or more large IT projects. Experience in MMIS (or other healthcare claims systems) is a plus.

Public sector procurement experience is a plus.

Experience in business process management (BPM) systems.

Strong understanding of software development life-cycles, how to apply requirements elicitation and management strategies to these life-cycles, and how excellent requirements contribute to successful IT projects.

Successful leadership and management experience.

Superb written and oral communications skills. Strong proficiency in English is required.

Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when they are uncomfortable with the direction the project is taking.

Willingness and ability to effectively engage with people and organizations on a continuous basis.

Technical background in IT is desirable, but not mandatory. A bachelors degree is required.
