Job Description

Manager Business Development 3 – Army Account Manager

  The Northrop Grumman Information Systems (NGIS) Sector, Cyber Division Business Development is seeking a proven Army Cyber Command, INSCOM and related Army Cyber Organizational Account Manager to develop business
opportunities and grow top line business within the Full Spectrum Cyber mission domain. The Army Account Manager (AM) works within the Cyber Division, supporting both the Defense Security Solutions Operating Unit (DSS OU) and the Advanced Cyber Solutions Operating Unit (ACS OU) and executes strategic and tactical business development activities within the addressable market arena. The AM has a Full Spectrum Cyber mission focus, not an operating focus. This person must be customer oriented and have relationships, knowledge of, and experience working with the Army Cyber Command, Ft. Belvoir, Va. and other subordinate and supporting commands (PEO, PM) to the Army Cyber Command, including INSCOM, NETCOM, and tie-in to parent command USCC in Ft. Meade. Candidate will be outwardly facing to
the customer and internally across the operating units, and work in collaboration with DIV/OU personnel and regionally assigned Corporate Lead Executives.

Candidate will concentrate on helping to set customer strategy, identifying and qualifying opportunities consistent with the strategic direction of the operating units, and support capture / proposal efforts as required (reviews, BH’s, etc).
Candidate will make initial customer calls and work primarily in phases 0, 1, 2 and 3 of Northrop Grumman Business Acquisition Process (BAP).  Candidate will qualify new market adjacencies and opportunities, and establish relationships with customers to expand current markets to grow business. Candidate will meet with program offices and understand budgets, acquisition
approach and plans, and programs of record. Candidate will support and perform customer and competitive analysis.  As part of the business development responsibilities, the candidate will follow the NGC BAP for all business development efforts. The candidate will ensure the OU management team is kept informed in a timely manner for decision making and that the capture team is adequately prepared to progress from BAP phase to BAP phase, further refining and developing the capture effort.

The candidate is responsible for developing and/or supporting the implementation of new business and re-compete strategies, to include: customer engagements, teaming strategies, technical solution development, competitive analysis, position/price-to-win and pricing strategies; orchestrating and implementing NGIS BAP milestones; and leading the transition of the qualified opportunity to a capture manager.

The Candidate will brief senior level management on strategically significant opportunities. As required, the candidate will work in partnership with Division, Sector, and Corporate BD staff and external support, as necessary, for the successful development and execution of business development plans.
The candidate will also implement business development best practices associated with strategic market identification and shaping, identification, and qualification of opportunities.
  Basic Qualifications:
To be considered for this position candidate must have the following basic qualifications:
- Bachelors degree and a minimum of 10+ years of combined industry experience supporting the US Army’s Cyber mission (defense industry, or related government civilian positions).
- 6 years experience in the area of business development or line management or 6 years doing program management or BD related functions related to the identification and qualification of opportunities to drive a quality pipeline growth.
- Excellent interpersonal skills and the ability to communicate effectively orally and in writing with senior level management (both customer and within Northrop Grumman).
- Active Secret clearance
- Knowledge of and experience in the federal acquisition process.
- Knowledge and practical mission experience in the Cyber mission with the US Army.

Preferred Qualifications:
- Successful candidates will be results driven and possess experience working in a collaborative team environment across organizations and/or functions to manage change and have recent experience driving growth within the US Army.
- Customer, Mission, and technical intimacy into the Army’s Cyber, IO, and EW mission areas, current and future plans, including the alignment and interaction with US Cyber Command, COCOMS, and other DoD organizations.
- Resourceful and knowledgeable, with proven practical experience, with the NG BAP process.
- Strong working relationships within US Army Cyber Command at the program and acquisition levels.
- TS/SCI with active Poly preferred.
