Manager, Construction Design Renovation

Description:
Leadership and management of the Renovation and Speciality Services Group that performs approximately $5M+ in facility renovations annually through an integrated department approach as needed to enhance the business capabilities of the Laboratory. Oversee the resource management of the Group to achieve service delivery goals. Lead a design office supervisor and professional staff responsible for the design, estimating, and scheduling of customer requests for plant rearrangement projects. Lead a project planning supervisor and staff responsible for forecasting construction and design workload, managing end user needs, packaging projects for approval. Lead a construction supervisor and approximately 40 skilled trades people, including carpenters, painters, plumbers, electricians, and specialty services personnel to provide construction services for appropriate needs. Expand on this pool of talent as appropriate to maximize APL skills and minimize external reliance. Select and coordinate the activities of outside design consultants and contractors as necessary to address customer requirements and fluctuating demands on resources. Establish comparable external skills within TSD to minimize over time external use and manage to ensure that there is an on-going expansion of Laboratory capabilities and professional development in this area. Perform administrative and supervisory duties to enhance the group's productivity and performance in areas to include design capabilities, management of infrastructure plans/ documents, control of technical specifications, strategic planning, budgeting, code compliance, training, quality assurance, and staff recognition.

Qualifications:
Required:

BS in engineering, construction management, or architecture or equivalent.

Minimum of 15 years of design and construction experience with a minimum of 7 years of supervisory experience.

Familiarity with National Fire Protection Association and International Code Council life safety codes.

Design experience with architectural, structural, plumbing, heating, ventilating, air conditioning, electrical, and telecommunications systems.

A strong orientation toward customer service in a participative management environment.

Effective management, organizational, communication, and interpersonal skills.

Computer literate in PC-based applications including Windows, spreadsheets, and word processing.

Desired:

MS in Technical or Construction Management, MBA, or equivalent.

Knowledge of AutoCAD and facilities management software.

Understanding the procurement of facilities-related materials and services in a government-related environment.

Professional registration in architecture or engineering, or the ability to be licensed in the State of Maryland.
