Purpose: Responsible to the Program Manager (PM) for implementing, directing, coordinating the SSA Quality Control (QC) and Customer Satisfaction Program. The QC Manager will lead a small staff of dedicated internal auditors and inspectors to monitor and measure compliance with contract requirements, determine quality of contract performance, assess status of contract requirements, and manage continual improvement activities for the receipt, maintenance, issue, and retrograde of supplies, equipment, and materiel supporting US Army warfighters.
The QC Manager will work closely with US Army Quality Assurance Representatives, and the Contract Officers Representative in day-to-day quality control of contractactivities.
Supervisory Role: Manages the QC, Safety and Environmental Office in Kuwait
Essential Duties and Responsibilities:
Implements the SSA QC and Customer Satisfaction Plan; finalizes QC operating procedures for Govt acceptance and manages QC documents
Manages the quality office, supervises staff of auditors, inspectors, and specialists, including occupational safety and environmental compliance specialists, and training supervisor.
Monitors, measures, and reports on quality of workmanship and compliance with contract requirements; performs technical inspections, internal audits, root cause analysis and trend analysis of QC data
Makes recommendations to the PM to improve performance, correct deficiencies, and increase customer satisfaction.
Organizes, trains, leads, and advises Lean Six Sigma Teams
Management representative for ISO 9001, will lead implementation of ISO 9001:2008; Functional Manager of online QC tracking system.
Essential Knowledge, Skills and Abilities:
Education
High school education is required. Bachelor degree in technical field of knowledge is desired.
Formal military or commercial quality training is required; ASQ certification is desired
Formal military or commercial continual improvement training is required; Lean Six Sigma is desired; Six Sigma Black Belt certification is desired.
Experience
Working knowledge of the US Army logistics and supply system is required. At least 4 years experience in supply and logistics.
At least two years hands-on experience in military or commercial quality assurance, quality control, or internal audit programs and procedures.
At least two years managing or supervising people.
Specialized Knowledge and Skill
Must be fully knowledgeable of inspection and audit methods, sampling techniques
Able to perform trend analysis, compile results, prepare reports, present findings, recommend corrective and preventive actions
Able to write technical procedures and operating instructions
Strong verbal and written communicative skills. Must be able to effectively communicate quality inspection and internal audit reports to management.
Must have ability to work well with the customer and company employees in a difficult sometimes harsh working environment.
Familiarity with computers and computer software applications to include web based, Microsoft Office Products, and developing checklist and metrics
Must be able to lift 25 lbs intermittently.
Must commit to at least one year assignment in Middle East.
Work Environment and Physical Demands
Successful candidate will complete training for working as a civilian in the Middle East combat zone
Must have professional appearance, consistent with company and local customs.
Must be able to work extended hours due to mission requirements in an environment subject to extreme temperatures, and dust.
Normal 60 hour work week. Works indoors and out with light to medium physical demands. Indoor work includes both office, maintenance shops, and General Support storage areas. Outdoor work includes shaded and un-shaded areas with moderate to extreme temperatures in excess of 130 F. Normally dry climate, occasionally very dusty or high humidity conditions.
