Position Description

Job Summary:
Manage the work of engineers in Information Security Engineering and analysts as part of IT Risk Management.  Provide leadership for the implementation of information security strategies, IT Controls, and systems analysts for policy and procedures for Premera Blue Cross and all subsidiaries. Provide leadership, coordination and operations planning to accomplish department/corporate goals and objectives. Responsible for communicating IT Business Continuity plans with Managers, Directors and VPs across the enterprise, in both Business and IT departments. The incumbent also oversees all phases of IT disaster recovery and business resumption plans for IT services and processes.

Responsibilities:
1. Incumbent manages the establishment and implementation of information security plans, programs, systems and schedules. This includes leading risk management plans to protect corporate assets and ensure compliance with contractual and regulatory security obligations and advising senior management about business risks associated with information security and recommend risk management alternatives. 
2. Develop security policies and strategies for managing information systems security consistent with corporate strategies and priorities.
3. Plan and oversee integration of new technology, security management methodologies, security system administration, system and network vulnerability assessment and intrusion prevention.
4. Maintain and expand expertise in best practices for security management, emerging security technologies, information technology directions, security regulations and IT business continuity.
5. Manage vendor relationships to ensure business partner/customer satisfaction with all information system security services. Build and maintain effective working relationship with business partners.
6. Work with client management and business partners on priority setting and solutions of long term solutions and issues.
7. Responsible for departmental short-range planning and budgeting, which includes planning, oversee communication and training programs to increase awareness of information security concepts and responsibilities for Premera associates. Partner and communicate with other IT managers to solve business problems with appropriate technology.
8. Responsible for the IT Service Continuity efforts with a major focus on assuring the adequacy of each business unit’s contingency plans for critical business areas, functions and applications necessary to maintain continued operations, asset protection and loss mitigation in the event of a disruption
9. Complete special projects or other duties as assigned.

Minimum Qualifications:
1. Bachelor’s degree or equivalent work experience.
2. 8 + years of IT related experience in Business Continuity, Disaster Recovery or IT Service Continuity
3. 3+ or more years of relevant IT management experience
4. Excellent communication and presentation skills.
5. Demonstrated ability to influence others.
6. Strong leadership, negotiation, and consensus-building skills.

Additional Qualifications Preferred:
1. 3+ years experience developing network or systems architectures with a focus on security.
2. 3+ years experience developing and leading information system security programs.
3. In-depth understanding of health care payer operations and relevant regulatory/statutory requirements.
4. Formal certification in Information Security Management.
