Chevo Consulting is currently hiring an experienced Project Scheduling Consultant to join our expanding practice.
 
Description
Chevo seeks a true consultant who will learn a client's business better than they know it themselves and become a trusted advisor to them. Chevo also seeks a leader who can provide subject matter expertise in proper scheduling for major federal IT investments, including knowledge of governance deliverables that must be included in an Integrated Master Schedule (IMS). Position duties include, but are not limited to:

  • Creating a Work Breakdown Structure (WBS) and WBS Dictionary, then using them to create/remediate and maintain one or more complex IMS in MS Project (2003 or higher), using scheduling best practices
  • Implementing Earned Value Management Systems (EVMS) for multi-contractor programs in accordance with client requirements and American National Standards Institute (ANSI) / Electronics Industry Association (EIA) Standard 748
  • Establishment of EVM processes
  • Creation of Control Account Plans (CAP)
  • Alignment of CAPs with a program’s budget/Spend Plan
  • Tracking EVM metrics and identifying variances
  • Documenting preventive and corrective action plans and tracking them to completion
  • Working with stakeholders to decompose WBS elements into detailed tasks, durations, dependencies, and resources
  • Building a “dynamic” IMS to minimize constraints in the schedule’s network logic
  • Analyzing third-party contractor schedules for best practices and potential “hiding” of problems (e.g., lack of resources, lack of progress, etc.)
  • Optimizing schedules using the Critical Path Method and performing subsequent Critical Path Analyses (CPA) as required
  • Fast-tracking and crashing schedules
  • Performing manual resource leveling and Resource Critical Path Analysis
  • Performing Integrated Baseline Reviews (IBR) and establishing Performance Measurement/Management Baselines (PMB)
  • Documenting and managing processes for schedule progress updates and modifications, including baseline changes
  • Assessing schedule performance and advising colleagues and clients on status and preventive/corrective actions required
  • Tracking actual vs. planned vs. baseline
  • Creating presentations, dashboards, and reports on the schedule for client management
  • Preparing the client for, supporting, and documenting outcomes of governance reviews
  • Taking on other program/project management tasks, as assigned by a supervisor, to ensure timely and quality delivery of all of Chevo’s services.


 
Required Skills

  • Eight (8+) years total work experience
  • Five (5+) years of Microsoft (MS) Project-based scheduling experience
  • 3+ years of experience working as a Consultant supporting a government client
  • 5+ years experience with Microsoft Office Suite (Word, Excel, Project, Visio, etc)
  • Ability to obtain a security clearance (applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information)
  • BA or BS degree

  • Skill and experience with EVM in accordance with ANSI/EIA Standard 748-B
  • Prior experience scheduling for federal government programs
  • Understanding of / experience with aligning schedules with federal Capital Planning & Investment Control (CPIC) reporting/deliverables
  • Understanding of Federal Financial Management Systems, especially compliance with Financial Systems Integration Office (FSIO), Joint Financial Management Improvement Program (JFMIP), Federal Accounting Standards Board (FASAB), and Federal Chief Financial Officers’ (CFO) Council requirements, and the ability to incorporate FAP requirements into a WBS and, subsequently, an IMS
  • Understanding of the Federal Acquisition Process (FAP) and the ability to incorporate FAP requirements into a WBS and, subsequently, an IMS.
  • International Institute of Learning (IIL) Orange, Green, Blue, or Black Belt certification in MS Project 2003
  • EVM certification from SCEA or PMI College of Performance Management
  • PMP certification from PMI
  • PMI-SP certification from PMI
