We are presently seeking an experienced Mechanical Project Manager to join us in Aberdeen, MD to provide construction/project management support for an USACE BRAC project.
DETAILED JOB RESPONSIBILITIES:
- Review construction safety plans and activity hazard analysis
- Conduct construction site safety inspections
- Perform on-site surveillance of construction contractor three phase quality control system
- Perform Government quality assurance activities such as on-site inspections, testing and coordinate exterior/interior mechanical utilities construction with Resident/Project Office, customer and Louisville District representatives
- Analyze construction contractor proposals from a technical and cost standpoint
- Assist in determining criteria for independent Government estimates (IGE)
- Review technical documents, test plans and reports, and submittals for completeness, technical adequacy, and compliance with construction contract requirements and applicable regulations
- Provide technical solutions and conflict resolutions related to contract drawings and specification information
- Assist in the preparation of modifications to construction contracts by helping to defining the modification requirements, researching costs estimate in support of the preparation of the independent Government estimate, assist in the technical analysis of the construction contractor’s proposal and provide recommendations for resolving conflicts between the IGE and the contractor’s proposal
- Provide general management assistance for construction projects including attending meetings, coordinating utility outages, systems balancing and testing, and preparing budget estimates
- Monitor the as-built control documents such as construction contract plans, specifications, requests for information, contract modifications, etc
- Assist with contract administrative actions such as correspondence, and daily quality assurance reports
- Track construction contractor activities including scheduling programs, personnel, deficiencies and make recommendations for payments based on construction contractor progress
- Contact designers, customers and facility users for information and process that information in conjunction with Government representatives
- Perform biddability, constructability, operability and environmental (BCOE) reviews on future construction projects
- Prepare/assist in preparation of cost estimates and Cost Analysis for Government review and approval
- Prepare/assist in preparation of Pre-negotiation Objectives for Government review and approval
- Prepare/assist in preparation of monthly and interim project status reports for ongoing projects in a format determined by the Corps Resident Engineer
- The employee shall utilize the Corps of Engineers computer based Resident Management System (RMS) for daily QA reports and input of project data
MECHANICAL Requirements:
- Bachelors Degree in Mechanical Engineering is Required
- 10 years of construction related experience and extensive experience in; building plumbing and mechanical systems installations including commissioning of HVAC and exterior utilities which service buildings systems
- Only candidates with USACE mechanical project experience will be considered
- Must have working knowledge of the plumbing, gas, ASHRAE, NFPA codes, for inspection of interior, and exterior, construction
- The candidate must be able to communicate effectively, write reports, brief management personnel, evaluate economic analyses and proper systems against scope requirements, develop and control contingency budgets and funding strategies
- The candidate must possess expertise in construction management and or project management and be able to calculate costs for construction changes, negotiate equitable adjustments, and develop and control contingency budgets and funding strategies
