Essential Job Functions
The MedicaidPMO Manager position will serve as top level management for a large, Medicaid operation and will be responsible forproject management, monitoring and reporting for theSoftwareDevelopment Life Cycle, EVM and Deliverables.Oversees management of the project including, quality, personnel, profit and loss, deliverables and client relationship. he PM serves as the principal point of contact for all client issues.Directs functional and technical managers in the development of project plans, schedules, and resources specified in statements of work, task orders, and benefit/value propositions; utilizes the Earned Value Management System (EVMS) institutionalized by the PMO for collecting measures of progress; ensures all deliverables are produced accurately and according to State formats and schedules; prepares and distribute accurate reports, according to the State-specific format, media, and frequency.Oversees and develops uniquely complex work statements, scope/priority definition and the creation of budgets and schedules for several large complex global programs. Develops documents in accordance with appropriate standards and customer requirements and needs. Identifies global implications and determines appropriate response to those implications.

  • Supports the creation and maintenance of detailed project plans and assists in comparing work plans to statements of work.
  • Conducts assessments and evaluations of project performance through the independent analysis and interpretation of objective and subjective evidence (including project status reports, quality assurance and configuration management audit results), and through direction discussion with project team members.
  • Conducts formal and informal project reviews to identify, document, and report on root causes of project variances. Analyzes causes of variance and recommends appropriate corrective actions to project management, following company escalation policy.
  • Assists in the creation of project delivery excellence reports and conducts delivery assurance audits of client accounts and high exposure projects.
  • Participates in basic project budgeting and financial analysis activities (with guidance from Project Manager) and maintains and/or generates related reports. Analyzes and validates project estimates using various techniques. Approves all project estimates prior to release to internal and external approvers. Validates estimates for new business proposals.
  • Assists project management in the development and maintenance of project schedules. Develops and leads training on the tools and techniques of project scheduling. Maintains schedules on large projects and programs.
  • Develops proficiency with standard project management tools, financial management systems, and ad-hoc reporting tools required by company and/or the client.
  • Establishes credibility at all levels in the client organization to ensure maintenance of accounts and enhance future business opportunities.


Qualification

Basic Qualifications
  • Bachelor's degree or equivalent combination of education and experience
  • Bachelor's degree in business administration, mathematics, engineering, management information systems, computer science or related field preferred
  • Nine or more years of experience in quality assurance, engineering or management information systems
  • Experience working with project management methodology such as Catalyst including budget development, project planning, control and assurance methodologies, project management software and finance and accounting knowledge
  • Experience working with project management principles, policies, and procedures
  • Experience working with project scheduling and the use of standardized scheduling tools
  • Experience working with project estimating tools and techniques
  • Experience working with standard software development methodology assessments
  • Experience working with current business trends that are relevant to company and client
