REQUEST FOR PROPOSALS (RFP)
ACCEPT EDUCATION COLLABORATIVE AND THE EDUCATION COOPERATIVE
On behalf of their participating member school districts it is the intention of the ACCEPT Education Collaborative and TEC (The Education Cooperative) to retain consultant services for the following project:
Consultant Services to study the partnership or merger of these two organizations representing the members listed below. It is believed that certain efficiencies and/or cost savings may be attained by the consolidation or partnership of these two organizations for the benefit of its member communities.

The proposals will be evaluated by a committee of School Superintendents representing the members of these two organizations. The Committee reserves the right to reject any or all proposals or to accept proposals, in whole or in part, to award a contract by individual item or by lump sum total, or to waive any informalities or defects in any proposal, should it deem it to be in the best interest of the members of the two organizations.
SCOPE OF SERVICES:
1. To review each organization’s histories, by-laws, organizational documents, and structures
2. To examine all relevant financial information, including but not limited to tax documents, budgets, assessments, audits, and accounting systems
3. To review the different programs offered by each collaborative
4. To delineate any legal issues related to a merger and/or partnership between the two organizations
5. To identify current opportunities for merger and/or partnerships that would result in program or cost efficiencies
6. To identify potential future opportunities for merger and/or partnerships that would result in program or cost efficiencies
7. To explore sources of funding support from DESE/State to support this effort
8. To provide timelines for the different opportunities
The contract will be awarded to the most responsive and responsible consultant submitting the most advantageous proposal, taking into consideration the consultant’s experience, education, proven performance, and plan of services as determined by the evaluation criteria. There is a not to exceed budget of $20,000 for this project. The successful bidder will negotiate a fee in line with the proposed plan of services that fits within this NTE amount. The bidder must execute the negotiated contract within ten (10) business days of notification of being the successful bidder.
PROPOSAL DUE: Proposals must be submitted to the Director of Finance at the Hopkinton Public Schools on or before 4:00 PM on Friday, November 24, 2009. Proposals submitted will be recorded and a register provided at that time.

QUALIFICATION SUBMITTALS:
The following qualifications must be submitted and will be evaluated for the purposes of determining the most advantageous proposal:
1. Previous experience as a consultant on similar consulting assignments. Added weight given to experience with the merger/partnership of organizations servicing the public sector. Limit 3 pages.
2. Education and work background- Limit 2 pages.
3. Plan of services- proposal and timeline for how the scope of services of this proposal will be met. Limit 3 pages.
4. Personal Interview- 1 hour will be scheduled with the top three bidders as determined by the first 3 criteria.
5. Cost Proposal- proposed price to be opened after the first 3 criteria are evaluated.
PROPOSAL SUBMISSION REQUIREMENTS:
Applications must be submitted as two separate sealed submissions, one clearly marked "Consulting Services Proposal" which contains five (5) copies of the proposal and which must not contain cost information, and a second sealed envelope clearly marked "Consulting Services Price Proposal" which shall contain one copy of the pricing proposal.
Applications must be received on or before 4:00 PM on Friday, November 24, 2009.
The following documents must be submitted as part of the proposal:
1. Five (5) copies of items 1, 2, and 3 under Qualifications Submittals. Envelope #1
2. List of references for at least five (5) similar consulting projects. Envelope #1
3. Signed Certificate of Authority (if applicable), Certificate of Non-Collusion and Certificate of Tax Compliance (Attachments A, B and C). Envelope #1
4. One (1) copy of the pricing proposal (Item 5). Envelope #2
