Manager, Application Development - Lead application development team to build and maintain services based software applications for the health care industry.
- Team is responsible for designing, coding, testing, debugging, documenting and supporting all types of applications and services consistent with established specifications and business requirements to deliver business value.
- Responsible for coordinating and supervising the daily activities of technical development team, and accountable for the application solution architecture and ensuring SDLC and environment configuration management processes are utilized.
- Work with the customer and end users to define application and technical requirements.
- Define the application, data and technical architecture structure, ensuring it meets the business requirements and performance goals and the technical direction is consistent with the client's long-term direction.
- Review and integrate all application requirements, including functional, security, performance, quality, and operations requirements.
- Review and integrate the technical architecture requirements for the development, execution, and operations environments.
- Make decisions regarding hardware, network products, system software and security.
- Lead the application, data and technical architecture analysis, design, and implementation, and ensure that the product fulfills the requirements.
- Work with the support unit to determine how the application is supported in production, including backups, disaster recovery, system performance, and project management.
- Review application, data and technical architecture deliverables throughout development to ensure quality and requirement traceability.
- Identify and communicate any cross area or cross release issues that affect other project areas.
- Ensure adherence to all quality management plans and standards by participating in quality management reviews.
- Coordinate and interact with appropriate teams on defects, changes, issues and enhancements that may impact development, data, workflow and/or functionality.
- Validate the design with the stakeholders to ensure that the design satisfies the requirements.
- Set priorities for the team to ensure task completion.

- 8 + years professional experience in software development projects
- 5 + years of experience developing with Java / J2EE and/ or .NET technologies
- Technical understanding of data structures as they relate to User Interface applications
- Ability to evaluate and propose technical alternatives to the project team and client for resolving business and technology issues
- Ability to provide technical leadership to project resources and the client to meet project deadlines and ensure that project objectives are met
- Ability to review ongoing and proposed projects to identify opportunities for reuse and process improvement
- Ability to review project deliverables for completeness, quality, and compliance with established project standards
- Ability to consult with and develop technical resources for methods, procedures, and standards to use during design, development, and unit testing phases of the project
- Ability to document and communicate the status of progress against plans, taking corrective action as necessary
- Ability to identify, clarify, and resolve system development and maintenance activity issues and risks, escalating them as needed
- Ability to review technical documentation to verify compliance with client requirements and established architectural standards and guidelines
- Project management experience
- Proficient problem solving and fact finding skills
- Well-developed written and verbal communication skills
- PC proficiency with MS Windows and MS Office applications
- Health Care industry experience preferred
- Preferred technical skills include: object oriented concepts, service oriented architecture (SOA), internet, client server, object-oriented and multi-tier implementations and business intelligence / data warehouse technologies
- Relevant Bachelors Degree such as Computer Science, Math, Economics, Engineering, Actuarial Science and/or Statistics, or equivalent experience
