MANAGER, PROCUREMENT - GOVERNMENT SUBCONTRACTING
AND
SUPPLIER DIVERSITY
This position will be responsible for oversight and facilitation of Sallie Mae’s federal subcontracting activities, ensuring that proper due diligence / review is conducted for all government subcontracts, and monitoring and promoting the use of diversity / small business concerns (SB) as suppliers / subcontractors to Sallie Mae.
Facilitate Sallie Mae’s federal subcontract sourcing and contract development process
- Ensure that all sourcing activities (RFIs, RFPs, etc.) supporting federal contracts contain the appropriate federal clauses and requirements per the prime contract.
- Determine debarment status for any potential government subcontractors.
- Ensure that diversity / SB suppliers are included on bidder’s lists for applicable sourcing activities.
- Ensure that sourcing packages are designed to permit the maximum possible participation of diversity / SB concerns.
- Assist Sallie Mae legal in incorporating the appropriate flowdown requirements and FAR clauses in federal subcontracts.
- Support subcontract negotiations as appropriate and needed.
Lead Sallie Mae’s diversity / SB supplier program
- Develop strategy and implement a plan for engaging / utilizing diversity / SB suppliers.
- Track & report diversity / SB supplier usage both internally and to government agencies.
- Promote use of diversity / SB suppliers / subcontractors to business area management and executive management.
- Maintain pool of diversity / SB suppliers.
- Conduct diversity / SB supplier outreach by counseling / communicating regularly with diversity / SB concerns.
Manage Sallie Mae’s small business (SB) subcontracting plan
- Monitor Sallie Mae’s performance against the subcontracting plan.
- Develop and implement recommendations for adjustments needed to achieve the subcontracting plan goals.
- Coordinate Sallie Mae’s activities during compliance reviews by Federal agencies.
Act as a key advisor on federal subcontracting to the business areas
· Assist Sallie Mae business area leaders in establishing federal subcontract determination criteria
· Provide interpretation and leadership to ensure good business practices consistent with federal and Sallie Mae policies and procedures.
· Ensure appropriate review and involvement for government subcontracting and vendor on-boarding by all necessary business areas.
§ Advise / provide recommendations to management for potential improvements to Sallie Mae’s federal subcontracting process.
Other / Miscellaneous
- Remain knowledgeable of all flowdown requirements and FAR clauses specified in any prime contracts Sallie Mae has with the federal government.
- Lead and / or participate in subcontract disputes, claim resolutions and outside audits.
- Prepare federal subcontract summaries, and provide management with complete, current and accurate data by reporting progress on subcontract contract activity, together with recommendations for management action/decision.
- Capture / track subcontractor information as required by the federal government, including the American Recovery and Reinvestment Act.
MINIMUM REQUIREMENTS:
- 7+ years of experience in procurement / purchasing and / or supplier contract administration for a government contractor.
- Strong understanding of sourcing and supplier management methods and principles.
- Contract review / interpretation and administration.
- Familiarity with / understanding of supplier diversity leading practices.
- Demonstrated initiative, problem solving and decision making capabilities.
- Strong interpersonal, analytical and communication skills.
- Organize and manage multiple projects.
- Ability to work independently.
- Proficiency with technology tools
PREFERRED QUALIFICATIONS:
- Familiarity with FAR and government subcontract management is very desirable.
- Prior experience as a federal contracting office is very desirable.
- Familiarity with ESRS and iSRS is helpful.
