Mgr, Strategic Purchasing

Job Description


The Manager, Strategic Purchasing is responsible for performing Indirect Purchasing, purchasing and planning activities in support of Corporate Engineering. Under limited supervision, strategizes, organizes, negotiates awards, monitors and improves the total value received through the sourcing of pharmaceutical processing equipment, various architect/engineering design services, and tenant improvements in a pharmaceutical environment.   

 
This position will primarily focus on, but not limited to, the following:
 


  • Successfully perform responsibilities independently with little direction and supervision.

  • Requires proven experience in managing or influencing people, direct supervision of a small staff and indirectly on project team related initiatives.

  • Manages external suppliers to ensure best-in-class pricing, delivery, and service.

  • Identifies potential problem areas and drives resolution on all issues relating to service delivery and performance.

  • Assist internal customers to develop an aggregated, organized and clear set of requirements.

  • Selects Purchasing methodology, develops supplier selection criteria and manages the RFx process.

  • Formulates a request for proposal/quote (RFx) to qualified suppliers via an e-Sourcing platform. Leads team evaluation of RFx responses for suitability and conformance to Watson’s needs and specifications.

  • Leads key negotiations and provides pricing advice to the internal client and V.P. Engineering Operations. 

  • Manages and periodically report on cost saving metrics for area of responsibility.

  • Processes eRequisitions in support of function supported, ensuring accuracy and alignment with established agreements.

  • In collaboration with Strategic Purchasing leadership and internal stakeholders, identify, evaluate and qualify alternate sources of supply.

  • Inform and advise management in a timely manner of any potential risks, short falls, or issues relating to the supplier in a timely manner.

  • Superior negotiator with an ability to apply sound Purchasing strategies related to identified requirements and available options. The Manager, Strategic Purchasing will be accountable for driving and delivering favorable contract terms and best in class pricing for bottom-line financial savings and risk mitigation.

  • Remain current on the competitive environment, product pricing trends, and industry best practices. Establishes and maintains professional contacts within the construction services industry.

  • Maintains industry/product benchmarks to ensure world-class pricing.

  • Solicits supplier's input to help identify elements of cost, delivery or performance, including any external factors that drive total cost. 

  • Identifies cost saving opportunities through category spend aggregation and guides direction of site demand to leverage corporate volume.

  • Develops short- and long-term strategies for negotiation and administration of contracts to assure continuous, reliable service providers and takes full advantage of the total corporate purchase volume where possible.

  • Conducts strategic risk assessments by acquiring in-depth knowledge of contractor financials, competition, and strengths/weaknesses.

  • Develops a full understanding of the category or service cost drivers to determine best value and utilizes same to set the corporate direction on strategy.

  • Prepares professional documents and negotiation summaries to communicate with the highest levels of senior management.



  • Meets established internal service level requirements and contributes to Strategic Purchasing’s continuous improvement processes.

  • Maintains a strong and positive working relationship with internal teams. Actively engages internal client support and proactively communicates the Purchasing policy and process. 

  • Produces and presents professional presentations that effectively communicate Purchasing decisions, risk management, and impact of supplier business relationships with Watson to the executive team.

  • Promote and maintain a positive customer relationship.

  • The high level function includes contract management, contract and pricing negotiations, as well as overall supplier contractual relationship management.

  • Coordinates with other members of Strategic Purchasing and functional departments to develop planning forecasts for requirements, as needed.

  • Communicate overall performance results to suppliers with specific feedback given on achievements and areas requiring improvement.

  • Determines, with the assistance of internal client, all requirements associated with level of supplier performance in terms of product or service quality, delivery, and price. Also develops supplier performance metrics, a formula to measure success and a performance evaluation schedule. Periodically monitors supplier performance.

  • Responds to and resolves administrative, contractual or accounting issue related to national contracts or master agreements.

  • Develop strong supplier relationships and motivate key suppliers to continually improve product or service delivery in order to develop and sustain long term commitments and relationships.

  • Administers a high volume of projects and supplier relationships having a high level of complexity.

 
 



Qualifications

This position requires knowledge of Good manufacturing practices (cGMP) for the pharmaceutical industry. Strategic Purchasing principles and processes. Principles and techniques of negotiations, strategy planning and preparation, as well as contract writing (e.g., statements of work and terms and conditions). Other Indirect Purchasing categories (e.g., information technology, professional consulting services, HR services is a plus, as these may be secondary areas of focus for the position. Uniform Commercial Code (UCC) and/or Contract law. Business mathematical principles and applications (e.g., statistics, business finance and accounting, etc.) Presentation and Salesmanship skills. English usage, spelling, grammar and punctuation.  Skill in planning, implementing goals, objectives and practices for effective, efficient and cost effective management of allocated resources. Effectively managing multiple projects, duties and tasks concurrently. Researching, analyzing and interpreting reports, compliance requirements, regulations, contracts and data. Administering and interpreting contract agreements. Preparing special and recurring reports, and presenting information to various levels of management. Communicating clearly and concisely, both orally and in writing. Establishing and maintaining effective working relationships with internal and external contacts in the course of work. Utilizing computer systems and software applications including Microsoft Suite (e.g., Word, Excel, Powerpoint, Project) and ePurchasing tools (e.g., Ariba, SAP, JDE, etc.). Working independently, or as a team member. Attention to detail, following through and producing accurate and consistent high quality work. Negotiating contracts/agreements and influencing business decisions.
