Nuclear Matters Program Manager


Applied Research Associates (ARA) is looking for a Program Manager to lead a team that is responsible for providing program management support for a contract with a focus on physical security, nuclear physical security support, Planning, Programming, Budgeting, and Execution (PPBE) support, and administrative support for all Nuclear Matters.
A Master's Degree in a recognized engineering, scientific, technical, management or related discipline that is relevant to the contract is preferred.
A minimum of twenty years of progressively responsible physical security experience of which at least seven years is experience in program/project management of Department of Defense (DoD) or Interagency physical security equipment Research, Development, Test, & Evaluation (RDT&E) efforts or programs.
An in-depth knowledge of nuclear weapons systems, operations, and policy with an emphasis on nuclear weapons physical security.
Has experience working in or collaboratively with appropriate elements of the Office of the Secretary of Defense Staff (OSD), Combatant Command (COCOM), Joint Staff, and Military Service and Defense Agency officials and staffs, or Interagency environment.
Additionally, required is extensive experience in the Planning, Programming, Budgeting, and Execution (PPBE) process (5-10 years). Systems acquisition experience is a plus.
Prefer experience with Budget Justification Documents (BJD), issue papers, support documentation for Program Decision Memorandums (PDM), all phases of the PPBE process, and the ability to meet all OSD mandated timelines for submission of PPBE related documents.
Experience with the coordination and staffing of program documentation (i.e. funding documents, Acquisition, Resource, and Analysis (ARA) funding drills, Congressional plus-ups, and others) with appropriate staffs.
Has an understanding of the integrated approach to Program Execution and the PPBE process, and has experience with the Joint Capabilities Integration Development System (JCIDS) process, Functional Capability Boards, Functional Area Teams, Capability Portfolio Management, Deputy’s Advisory Working Group (DAWG), etc.
The ability to provide expertise with strategic planning, programming, administrative, and functional expertise, and employ a rigorous analytical approach to help in identification of objectives, assessment of current capability area performance and standards, and development of options for closing gaps in physical security and nuclear physical security and PPBE capabilities.
Has expertise in both development and coordination of concepts and requirements, and application of current and emerging technologies as they apply to DOD's Physical Security Equipment (PSE) program.
Has sufficient expertise to assist the Chairmen of the Physical Security Equipment Action Group (PSEAG) and the Security Policy Verification Committee (SPVC) in making decisions regarding system acquisition, systems engineering, and program support.
Provide programmatic assistance and support to the government from system concept definition through technology transfer activities.
Has experience and capability to design a multi-Service Master Plan that will be distributed to key Congressional and DoD offices.

Position requires the ability to obtain and retain a security clearance.
