The Center for Sustainability has an immediate need for a Oceanographer / Meteorologist with oceanography, ocean systems engineering or meteorology expertise and technical writing and presentation skills.  The Oceanographer / Meteorologist will have the opportunity to provide objective third party, conflict – free consulting services and technical support to our federal government Agency clients to fulfill their mission responsibilities.  These clients are responsible for the development and analysis of plans and programs for conducting the Agency’s missions in environmental disciplines including ecosystems and other ocean related fields. 

 

Noblis assists in the developing stakeholder requirements and analyses for the Agency’s collection, documentation, and analysis of observation requirements in support of observing and data systems architectures.  Noblis assists the development of Agency-wide observational requirements to support the Program Planning, Budgeting and Execution (System (PPBES) process, Goal and Program team planning, Analysis of Alternative (AoA( studies, Redundancy Analysis, investment prioritization studies, and cross – agency requirements for Agency research to operations, technology transition, U.S. Group on Earth Observations (USGEO), and Agency Strategic Plans.  The selected candidate will assist Agency staff and programs with observing system management responsibilities to identify attributes and specific observing system technical information.  Noblis assists Agency programs in the quality control, verification, and validation of their observation requirements, by working with each of the ecosystem program managers and staff to coordinate and identify appropriate documentation.  The selected candidate will also assist in developing requirements and analyses, as well as provide planning documents, technical analyses, requirements analyses, and justifications for observing system modifications. 

 

The high level technical support will include such elements as evaluation of environmental processes, technical guidance preparation and integration, requirements generation and review, evaluation and selection of innovative technologies, integration of multi-disciplinary studies, and resolving contentious risk and technology issues within government and ocean communities.  Transition planning, database management, and requirements development is a key function of this role.  The ability to lead project teams towards accomplishment of common goals is required.  Familiarity with the mission, culture, and needs of the NOAA, National Science Foundation, EPA and the United State NAVY is desired.

  •  A Masters degree in Oceanography / Ocean Engineering, Meteorology, or Environmental Sciences. 
  • Minimum five years of experience in Oceanography / Meteorology or environmental sciences.
  • Experience and proven capability in the following is required for success in the role:
    • Evaluation of environmental processes,
    • Technical guidance and integration,
    • Requirements generation and review,
    • Evaluation and selection of innovative technologies,
    • Integration of multi-disciplinary studies,
    • Transition planning and database management is desired.
  • Experience with ecosystem and/or ocean observing systems and real time systems with high availability is desirable.
  • Experience working with federal, civil or military operational oceanography programs is desirable.
  • Proven capability in the following is required:
    • Strong writing, development, and presentation skills,
    • Strong verbal and written communication skills,
    • The ability to function independently within a team environmental utilizing strong interpersonal and relationship management skills.
    • The ability to help facilitate technical discussions across diverse perspectives.
    • Proactive technical leadership skills will be necessary for success in the role.
