













RTI provides a full range of services in support of defense and security customers, including the development of training methodologies and products, concepts, doctrine, organizational requirements and materiel capability requirements, IT support, and the provision of contract instructors.
Located in Columbus, Georgia, the Maneuver Center of Excellence (MCOE) Operations Manager manages the RTI presence in the FT Benning market to serve the Maneuver Center of Excellence.
This role combines program management, operational management, and business development, with specific technical and business leadership experience in the delivery and support of world class knowledge, expertise and services to support Department of the Army (DA) and Department of Defense (DOD) initiatives for the Maneuver Force in development, assessment, analysis, staffing, integration and documenting concepts, doctrine development, organization requirements, materiel requirements and production of training and doctrine products.
The Operations Manager will be responsible for leading the RTI team in providing exceptional knowledge, expertise and services to support MCOE with its focus on training support to the Warfighter by leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives and coordinating projects. RTI has been a Prime contractor supporting the Armor Center and School for over nine years and intends to continue this preeminent role with the Maneuver Center.
The Operations Manager is the principal interface between RTI senior management, subcontractors, and customer personnel, and is responsible for building and managing this emerging business area. Indicators of success include a growing business base, growing new business pipeline, exceptional customer feedback, and multiple projects and task orders delivered in accordance with cost, schedule, quality, and technical requirements.
Responsibilities:
* Act as main Customer contact with personnel at the Maneuver Center of Excellence, up through executive level, for multiple concurrent projects.
* Analyze and identify emerging customer requirements to provide flexible solutions with minimum risk to operational budget, schedule or scope of the work performance.
* Collaborate with customer, partner and RTI Senior Management staff to develop future business objectives and initiatives.
* Provide strategic planning for RTIs operations in the MCOE market to expand the program and achieve corporate goals.
* Provide Program Management through analysis, coordination, identification and mitigation of program risk areas and advise senior management on alternative courses of action to mitigate risk and provide resolution.
* Manage subcontractor partners to ensure quality of services and efficiency of operations through performance assessments and recommending areas of improvement.
* Provide project planning in costing and schedule projections for proposal development as well as estimates for work effort and time requirements for new projects.
* Provide technical guidance and analysis of customer furnished data as required in support of the project management staff.
* Manage and supervise an efficient staff in order to execute project task orders, track programs of record utilizing MS Project and provide documentation using MS Office 2007.
Qualifications:
* BS plus 15 years in a technical or military field OR
* MS plus 10 years in a technical or military field
* Infantry, Special Forces or Armor Branch, Colonel, O-6 or higher
* Graduate Army War College (required)
* Successful Battalion Commander (required)
* Successful Brigade Commander (preferred)
* Must be a US Citizen
Knowledge, Skills, and Abilities Required:
* Familiarity with standard project management tools like MS Project
* Familiarity with project task planning and resource allocation methods
* Ability to deal with ambiguous and evolving requirements within budgetary and scheduling constraints.
* Ability to rapidly build trust and rapport with new people at all levels of an organization and strong situational leadership skills.
* Excellent writing skills
* Demonstrated presentation and persuasion skills.
