Operations Research Analyst EES

Description:
* Conduct quantitative and qualitative analysis of Joint Experimentation concepts and events.
* Validate experiment objectives, redefine objectives in terms of measurable outcomes using Measures of Effectiveness (MOE) and Measures of Performance (MOP), and develop data collection and analysis plans to ensure analytically sound recommendations from each experiment.
* Responsible for the use of scientific methods and techniques to plan for assessment and data collection during experiment operations.
* Research and review future concepts and devise new experimentation concepts or techniques to support the design, analysis, and assessment of operational experiments.
* Analyze experiment observations and results, and use them to prove or disprove the experiment hypothesis.
* Provide an initial after action report and well as detailed analysis for the final experiment report.
* Provide operations research expertise to conduct front end analysis, analyze warfighter challenges, develop hypotheses and research questions, develop data collection and analysis plans, conduct analysis during event execution, conduct post event analysis and document results as analysis input to the J9 event report. Analysis will be conducted in accordance with J9 and the DOD analytical best practices.
* Ensure sufficient analytical rigor to support results and recommendations.
* Conduct baseline collective assessments and facilitate experiment/event objectives, research questions and solutions within context of the larger goals of the enterprise (as required).
* Serve as the External Experiment Support (EES) lead analyst providing experiment operations research analysis guidance to four analyst teammates.
* Develop an analysis plan with an experiment analytical construct, to include Measures of Performance and Measures of Execution as required, to analyze and assess COCOM and service experiment objectives (as required).
* Develop an experiment Data Collection and Analysis Plan (DCAP). The plan shall identify data collection methods and tools (surveys, M&S, collaborative tools, instrumentation, observers, assessors, data collection forms, etc.) required to support analysis and synthesis. The assessment methodology must be compatible with the approved J9 systems architecture and utilize the J9-approved automated data collection systems and an automated analysis capability, if applicable (as required).
* Research warfighter challenges and solutions to be experimented on, within and across key events in support of developing solutions to warfighting challenges (as required).
* Coordinate with combatant commands and services to support analytic objectives through concept development and experimentation (as required).

Travel:
* Should expect to travel appropriximately 60 days
* Must have a passport

Qualifications:
Minimum Bachelors degree from an accredited college or university in operations research, mathematics, probability, statistics, mathematical logic, or science discipline with minimum Nine (9) years experience as an Operations Research analyst or equivalent.

Ability to conduct analysis using at least one of the following: database manipulations, statistical analysis, analytical modeling, trend analysis or sensitivity analysis.

Must have an active Secret security clearance.
