Position Summary

SUMMARY

Leads a major operations unit to accomplish production,
operations support, and quality objectives through a
centralized function or through the coordinated efforts of
multiple teams within the unit. Establishes and implements
tactical and operational strategy to achieve division
objectives. Typically a mid-management level at a large
division, or a staff level at a medium to small division,
based on level of manufacturing/engineering activity and
production/sales volume.

Functional areas within operations include:

Manufacturing Operations: Assembly and Test; Inspection;
Tool Engineering; Machining; Tool and Die; Industrial
Engineering; Manufacturing Engineering.

Operations Support: Provisioning; Materials and Production
Planning and Control; Purchasing and Subcontract
Administration; Inventory and Distribution; Facilities and
Maintenance.

Quality: Quality Assurance; Quality Reliability.

LEVEL CHARACTERISTICS

I. Complexity

Define projects, schedules, and specific outcome measures
for a major operations unit (e.g. manufacturing
engineering, facilities and maintenance, purchasing) at a
large division or staff level responsibility for overall
operations at a medium to small division. Acts as an
advisor to staff to resolve production, quality, or
operations support problems; initiates and coordinate inter-
organizational efforts to meet customer requirements.
Operations may involve multiple product types, suppliers,
and cover more than a single facility. Process and quality
requirements may involve extensive manufacturing
technologies.

II. Impact

Has primary responsibilities for resource allocation (e.g.
capital equipment, staffing, material and inventory
control, facilities, etc.) having an identifiable impact on
production cost, quality and performance to schedule.
Frequent contact with customers and across internal teams
concerning production priorities, interdependencies, and
schedules.

 

 





Skills and Responsibilities

 

  1. The position requires a Bachelors degree (BS) in an engineering discipline and directly related experience in quality engineering and quality systems; American Society for Quality certification and advanced degree desired.
  2. Comprehensive knowledge of AS9100 - Quality Management Systems, problem solving tools and methods, and Quality planning tools and methods. Solutions driven and accountable.
  3. Strong project/program leadership skills and accountable to program metrics with respect to cost, schedule, customer satisfaction, and quality performance. Ability to organize and lead cross-division and ad hoc teams to standardize & streamline quality.
  4. Knowledge of legal, contractual, and regulatory requirements related to aerospace manufacturing.
  5. Share specialized knowledge with others and may provide formal training & communications or perform audits for broad system compliance. Maintains professional & technical knowledge with respect to emerging industry, customer, and regulatory requirements.

 

 

  1. Owns the Quality function and acts as a business partner for the Stratoflex Staff. Provides expertise and guidance on quality requirements, improvement initiatives, programs and projects.
  2. Leads the development and maintenance of Quality Management System documents. Lead the development and implementation of standard computer based tools and methods to facilitate the Quality Management System.
  3. Performs technical analysis of complete quality systems, prepares comprehensive system level evaluations, and recommends systemic changes to current Quality Management Systems documents and tools for continuous improvement.
  4. Represents Parker at customers to address quality concerns and communicate Parker initiatives and/or status.
  5. Provide leadership, as required, in solving difficult technical and business/quality management system problems. Lead the implementation of effective corrective actions.
