Job Description:



Raytheon Technical Services LLC (RTSC) Operations and Training IDIQ Business Development Manager III is responsible for marketing, shaping and capturing Operations and Training related Task Orders (TOs) on a variety of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts including: Army R23G, Army STOC II, Army FIRST, Army AMCOM, Navy NETPDTC, USAF F2AST, GSA Schedules, and Army OPTARS II when it is won. This individual provides direct support to IDIQ business efforts/initiatives with customers throughout the US Air Force, US Army, NGB, ARNG Readiness Center, NGAUS, and Army Reserve. This position reports directly to the Director, Business Development Executive located in Reston, Virginia.





Responsibilities include but are not limited to:



* Uses competitive intelligence, market information, intimate customer knowledge, and business skills to develop customer value propositions in the area of logistics, training and operations that support business solutions/winning proposals.



* Identifies growth opportunities for Raytheon Technical Services Company to include the MSS product line. Provides customer focused marketing support through direct engagement with Active, Joint, National Guard and Reserve Component customers and others who have access to our logistics support IDIQ contracts.



* Supports preparation and presentation of IDIQ/PM documents to include SOW development, Rapid Gates 1 - 3. Gate 0, and transition planning from capture to execution for task orders.



* Continually interfaces and builds positive relationships with senior and working level current and potential customers to understand their requirements, desires, and concerns.



* Understands and presents the customer needs to both internal and external customers.



* Builds relationships to shape customer requirements and acquisition strategy.

* Identifies new business opportunities; supports the business with regard to program funding and lateral exploitation opportunities.



* Directly responsibility for actively participating in appropriate proposal development and review teams and strategic planning at the business level. Represents customer perspective on capture/proposal teams, strategy reviews, etc.



* Develops customer contact plans; schedules/facilitates executive contact with key customers; develops key messages and talking points as needed.



* Develops and presents accurate, concise, and timely opportunity decision briefings for senior and executive management. Develops and presents rapid gates for IDIQ TOs.



* Responsible for winning a minimum of $100M in annual bookings.







Required Knowledge, Skills and Experience:

* At least 10 years of relevant experience in business development, operations, training and/or program management.

* Understanding of military training at the individual, crew, and unit level to include range operations and simulation training/exercises up to the Corps level.

* Understanding of present day weapon systems and fielding operations to include New Equipment Training (NET).

* Understanding of the requirements associated with Base Realignments in terms of staff augmentation.

* Experienced in dealing with senior levels of military leadership and other defense contractors.

* Possesses an in-depth knowledge of staff operations at the battalion through Army level.

* Experienced in building and managing customer relationships to seek out and identify new business opportunities, knowledge, and successful use of IDIQ vehicles in the areas of training/operations.

* Proven ability to develop effective professional customer relationships by being proactive, responsive, consistent, and persistent.

* Proven track record of bidding / winning IDIQ task orders in excess of $100M.

* Understanding of military organizations. Understands customer requirements and mission needs with focus on collaboration. Identifies new opportunities and market segments.

* Excellent written and verbal communication skills - active listening, ability to articulate customer's environment and needs to all management levels.

* Demonstrated knowledge of competitive landscape, including customer infrastructure.

* Demonstrated success in identifying opportunities or opening new market segments.

* Experienced in building and managing customer relationships to seek out and identify new business opportunities, knowledge and successful use of IDIQ vehicles. Ability to develop solutions to complex program requirements.



Required Education (including Major):



Bachelor's degree from accredited university (preferred degree in Business, Management, Training, or Operations related field). An additional 8 years of experience can be substituted in lieu of a degree.







Other Requirements:



Travel: Frequent domestic travel and limited International travel is a requirement.







Desired Knowledge, Skills and Experience:



* Master's Degree in Business, Management, or related field.

* Active Secret Level clearance with ability to upgrade to Top Secret

* Understanding of operational/training requirements of the services.

* Experienced in proposal development, business development, and planning.

* Understanding of mobilization and deployment operations.

* Understanding of Force Protection requirements as it applies to military units and installations.

* Experienced with working multiple IDIQ contracts/TO simultaneously
