SUMMARY
Coordinate the process of determining and acquiring the range and quantity of spare and repair parts, and support and test equipment required to operate and maintain Oshkosh military vehicles for an initial period of service. Coordinates processes used by OSK ILS provisioning teams to develop military technical publications specifically in the area of parts data development for delivery of the Repair Parts Special Tools List to the customer on a specified vehicle program(s).
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Report directly to the Provisioning manager.
2. Supports the government Integrated Logistics Support Center (ILSC) in implementation of the Army's two level maintenance (TLM) programs. Provides logistics support services focusing on logistics management documentation and various provisioning / data packages for submittal to government customers.
3. Troubleshooter for all Oshkosh Provisioning programs responsible to determine and identify the appropriate processes to efficiently carry out Government provisioning.
4. Mentor and train entry level Provisioning Analysts to understand integral data elements and the association to each other, along with the effects this data has to the government procurement systems.
5. Assist management with provisioning quotes and scope development for proposals.
6. Comprehend all Provisioning MIL-STD references to identify tools and resources needed to efficiently fulfill contract deliverables.
7. Facilitate customer and provisioning analysts communication in a manner that assures accurate, on time submission of contract deliveries while meeting both cost and schedule targets.
8. Project lead for government provisioning projects, responsible for submitting accurate on time contract deliverables for specific vehicle program(s). Will support directly to Provisioning manager who's responsible for all provisioning activity for Oshkosh.
9. Must be able to analyze government contract requirements and monitor key provisioning milestone developments in order to fulfill our contract obligations.
10. Is expected to lead Provisioning Analysts and sub contractors and is responsible for directing the activities of a assigned government project through to completion while meeting both cost and schedule targets.
11. Responsible to maintain in house data base (MIL-STD 1388 format) and use this data base to update the governments own systems (PMR, MICAPS, Sub System 10). Both data bases shall contain all data for the assemblies, sub – assemblies, spare parts, and kits to include Components of the End Item (CEOI), Basic Issue Items (BII), Additional Authorized Items (AAL), and Special Tools and Test Equipment required supporting a particular Vehicle.
12. Have the ability to work under pressure and be able to handle the following responsibilities:
a. Primary point of contact for development of logistics products.
b. Will be the lead for ILS reviews or provisioning conferences.
c. Responsible for ensuring all support data is present at provisioning conferences (036 reports, Procurement screening, EDFP, change source back-up material).
d. Participate on all milestone planning and will ensure logistics products are developed and delivered based on assigned projects contract schedules.
e. Provide solutions to all government rejects after submittal of provisioning data.
BASIC QUALIFICATIONS
· Mastered database software skills (ie: Excel, Access, Maple, Slic, POLS, PMR, PowerLog, LSA 36 Reports).
· Requires an accredited Bachelor's degree or at least 10 years progressively responsible experience in area of RPSTL and Provisioning management.
· Excellent verbal and non-verbal communication skills are required.
· Ability to mentor, teach and to communicate specific task information effectively to team members and others in the work group, as well as other inside / out side customers and suppliers.
· Advanced database software knowledge (ie: Excel, Access, Maple).
PREFERRED QUALIFICATIONS
· Mastered knowledge of MIL-STD 1388 and government provisioning systems.
· Strong organizational skills required for completion of detailed technical data
