This position involves the direct management of purchasing activities for all materials required by the manufacturing process of the company. This can be classified into five main categories: raw materials used in manufacturing (Metals, Polymers, Component Parts), manufacturing tooling, maintenance items for plant operations, capital equipment for plant expansion and replacement, contract services for work beyond the scope of the companies capabilities, and general supplies for routine operations.
The incumbent is directly responsible for managing departmental personnel, establishing departmental priorities, accomplishing departmental goals and objectives, and meeting manufacturings sourcing requirements. The position requires establishing policies, procedures and controls to ensure effective procurement activities and vendor execution.
Responsibilities:
- Ensure department compliance with all federal, state, local and company environmental, health and safety regulations or policies.
- Supervise team consisting of a Senior Buyer, MRO Buyers and Purchasing Assistant.
- Establish departmental priorities and standards of performance to ensure efficient completion of tasks, goals and objectives.
- Enforce purchasing procedures requests for requisitions, purchase orders, and requests for quotation for raw materials, maintenance items, capital equipment and contract services.
- Implement procurement strategy for good and services that will provide market place competitiveness for the company.
- Develop product, supplier, and market knowledge for major equipment and service contracts to ensure robust capabilities, process economics, and long-term viability of the companies contractors.
- Perform supplier evaluations based on total performance (quality, technology, service, and price) for the company’s requirements including raw materials (chemicals and substrates), maintenance items, capital equipment and contract services.
- Interact with Development and Operations staff members to ensure successful evaluation, selection, and introduction of raw materials. Participate in supplier audits and evaluations. (Limited domestic and international travel required.)
- Commercial contact for raw material suppliers. Oversee successful establishment of supply conditions and resolve raw material problems via coordination with internal staff and suppliers.
- Assist the company’s facilities/departments as required in addressing raw materials issues, identifying and negotiating vendor contracts, and resolving supply problems.
- Assist internal departments in researching discrepancies relating to purchase orders, receiving reports, and supplier invoices.
- Direct department activities in compliance with ISO9001, and other quality or management system requirements.
Requirements:
- Must have experience with purchasing specific to highly engineered polymer industry
- B.S. in Business Administration, Engineering, or Chemistry, or a related field required with a concentration on supply chain management.
- Minimum of 10 years industrial experience required.
- Experience with contracts, vendor management, and/or project oversight required.
- Solid Experience with ERP systems required, SAP experience preferred.
- Formal certification in supply chain or purchasing management desired. (APICS or ISM)
- Must have strong written and verbal communication skills.
