The Portfolio Program Manager plays a primary role in leading and/or overseeing project management within an IT program or business-aligned IT team, and also plays a key role in facilitating project prioritization and resource allocation in partnership with the Business Relationship Manager (BRM) for the area, in order to ensure successful execution of portfolio plans and clear communication of project value.   This position has a solid line reporting structure to the IT PMO.

This position partners closely with IT and Business counterparts to maintain a strategic view of business objectives within a specific business area and how various projects are executed against those objectives. The role will lead a team of project managers to manage schedule, budget, scope, change control, resources, issues, risks, dependencies, reporting, and communications to ensure that key performance measures and success criteria are met.  The Portfolio Manager will ensure that all projects leverages processes, tools and guidelines as defined by the PMO.
In addition, the Portfolio Manager:
Demonstrates, instills and recognizes key values of a high performing team, including trust, respect, collaboration, accountability, and execution;
Collaborates on best practices across the teams, and ensures knowledge is leveraged across the PM, development and business teams;
Identifies and implements initiatives to increase the engagement of the team;
Represents PMO to the broader Starwood organization and communicates our role, value and successes.

Key areas for the role:
Portfolio Management
Facilitates continuous prioritization of identified candidate projects to ensure that IT can deliver successfully
Cross-project dependencies
Subject matter expert availability
IT Resource forecasting
Business constraints
Minimize volume of changes to a single application
Leverages resources available to assist the Business in quantifying and or documenting project benefits, and ensures all required information is complete before projects proceed for IT Steering Committee approval when required
Facilitate the identification of resource needs to support business portfolio, and feed into overall resource planning process (including BSA, PM, Development, QA)
Works with business, IT, and other project managers to identify project inter-relationships that will effect projects, and to analyze the impact to the existing portfolio as new projects surface
Monitors projects in the portfolio (schedule/milestones, resources, budget) and collects information for portfolio reporting
Distributes project portfolio information to executive management, directors, and other key personnel

Compliance: Champion and drive the SDLC process across all projects
Communication: Collects, analyzes and reports on project progress and performance as per the communication plan and escalates appropriately

Understands business strategy and key drivers, and helps IT team to understand the business from the customer’s perspective
Facilitate on-boarding of new resources into the business area
Identify development opportunities for PMO resources in business area, coach and provide feedback
Participate in interview process for new resources in PMO

Tools:  Strength in MS Project (MS Project Server), MS Word, Visio, MS Excel, PowerPoint, Rational’s Tool Suites (ClearQuest, RequisitePro, Rose, ClearCase), Mercury Quality Center
Processes:  Rational Unified Process (RUP)
Applications: Strength in SAP Financials and SAP Project Systems
Operating Systems: Familiarity with Windows XP, 2000, NT, HP UX, Solaris
Languages: Familiarity with object-oriented languages including Java, C++
Frameworks: Familiarity with J2EE and .NET
Databases: Familiarity with Oracle, DB2, Access, SQL Server

Education: 
4 Year College Degree required;  MBA a plus.
                               
Experience:                                        
15+ years project / program management in software development full lifecycle and implementation area required, as well as direct (people) management experience.  Specific experience in business area a plus.

Licenses or Certificates:                
Project Management Professional a plus.
