Position Summary:
This position is responsible for performing all aspects of the pricing function and developing cost/price proposals for federal Government contracts in response to solicitations for Goods and Services in the aerospace/defense environment in support of the Light Utility Helicopter program, a major program for which EADS North America is the prime contractor. Proposals may range in size and complexity from modifications to existing contracts to complex multi-million dollar programs for Government prime contracts.
 
The successful candidate must have knowledge of the FAR, DFARS, CAS and the DCAA Audit Manual; have a solid understanding of pricing as it relates to DoD contracting methods; have experience in working on proposals for U.S. Government requirements; have hands on experience in pricing cost, fixed price type and time and materials (T&M) contracts; be familiar with the U.S. Government proposal review processes, cost allowability/allocability and auditing procedures.
 
 The successful candidate will be a team player, willing to go the extra mile to assure that projects are completed accurately and in a timely manner. It is essential that the candidate have a high level of integrity and an ability to work independently without close supervision as well as part of a team in response to emergent requirements. The candidate should have an understanding of the importance of protecting the interests of the Company and mitigating risk while also assuring customer satisfaction.

 

Position Responsibilities:
 
  • Read and analyze Government solicitations including Requests for Information (RFI) and Rough Order of Magnitude (ROM) requests to determine the specific requirements for proposals and other responses.
  • Prepare solicitations for submittal to sub-tier contractors that clearly specify requirements for cost or pricing data, or related information, as necessary in support of the prime contractor proposals.
  • Establish and coordinate schedules, price strategy, develop cost/price models, pricing cost narrative, risk assessment, business case analysis, and preparation/presentation of management briefings.
  • Interface/coordinate with subcontractors to ensure proposals received are reasonable, realistic, and compliant with RFP requirements and submitted on time.
  • Perform price analysis and/or cost analysis for subcontractor proposals that could include a combination of material, subcontracts, direct labor, indirect expenses, and other direct charges.
  • Recommend profit or fee objectives using the Record of Weighted Guidelines Application (DD Form 1547) or similar methodology.
  • Work with internal organizations to determine anticipated labor and material requirements, equipment costs, and possible bid strategies. 
  • In conjunction with Corporate and staff, develop DCAA approved rates for direct labor, overheads, and General & Administrative (G&A) expense. 
  • Assist in the development of target rates, forward pricing rates and billing rates for work performed under a Government prime contract.
  • Establish schedule and deadlines for all cost proposal related activities.
  • Development and production of cost proposals and ensuring the timely generation of pricing submissions and compliance with solicitation requirements, government regulations (FAR/DFARS/CAS), and established review/approval process.
  • Be capable of preparing cost and price proposals for various contract types, including change orders and Requests for Equitable Adjustment proposals.
  • Interface with DCAA and other government agencies regarding proposal audits/reviews. Help in converting a proposal price into a budget/forecast.
  • Be part of a Final Cost Review with senior management prior to submission of proposals.
  • As it relates to Pricing, review contracts, modifications, bids, and invoices for content and accuracy;
  • As it relates to Pricing review labor hour/material costs to determine that they are fair and equitable.

  • BS/BA Degree in an associated discipline and a minimum 8 years experience

  • Specific skills and experience:
·        Understanding of federal Government contracting environment and Government procurement processes. Pricing and pricing strategy experience with government competitive procurements.
·         Experience in all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis.
·         Must be a team player able to work independently and manage projects from pre-RFP stage through completion.
·         Ability to prioritize and successfully manage multiple projects simultaneously.
·         Excellent verbal, writing, analytical, interpersonal communication and presentation skills.
·         Proficiency with Microsoft Office, with advanced proficiency in Excel, Word, and PowerPoint.
·         Demonstrated capacity for attention to detail and accuracy of work product.
·         Demonstrated ability to maintain confidentiality of information, and exercise good judgment and discretion in handling and disseminating information.
·         Ability to handle multiple tasks and small projects with rapidly changing priorities and deadlines.
·         Knowledge of FAR, DFARS, CAS and the DCAA Audit Manual compliant requirements. Understand Federal schedule pricing and regulations. Knowledge of financial analysis tools.
