General Dynamics C4 Systems' Battle Management Systems Division designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. OVERVIEW: General Dynamics C4 Systems [GDC4S] designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art systems combine advanced imagery software and multi-sensor integration to provide real-time situational awareness to tactical decision makers. The systems transform large amounts of complex data into useful information that is clearly and intuitively presented to the operators, enabling commanders to make informed decisions in real-time. Systems are built for a wide range of global missions including wartime battlefield management, crisis management, peace keeping and contingency operations, drug intervention, and public safety. GDC4S Battle Management Systems Group [BMSD] is one of four groups within C4 Systems. BMSD created a Chief Technology Office [CTO] within the last year to provide strategic technical leadership. The CTO is currently staffed with 4 senior leaders, and it intends to hire two additional Principal Members of the Technical Staff. These are new hires, intended to increase high level strategic technical leadership strength across the BMSD, and to scale up the organization’s capabilities. BMSD has 77 active programs, with new programs being added regularly. BMSD is a geographically dispersed organization. The successful candidate can work out of the Huntsville, AL Orlando, FL, Pittsburgh, PA, Ft. Wayne, IN offices, or in the company headquarters in Scottsdale, AZ. MISSION: The Principal Member of Technical Staff will provide strategic focus on technology and solutions, development principles and processes that will differentiate BMSD from C4S competitors. This includes influencing key short term wins, championing innovation in the company, working the seams between programs / business areas, and creating the long term (3 to 5 year) technical strategic plans. As well, the Principal Member of Technical Staff will support continued growth into adjacent and new markets..
PERFORMANCE OBJECTIVES: To achieve the mission for this position, the Principal Member of Technical Staff must produce the following critical actions and results: 1. Plan Technical Strategy and Align With Business Strategy: Plan the next generation technology and best practices needed in order to facilitate winning and executing future programs. Maintain constant contact with executive leadership internally and externally, including engineering department, strategic planning and business development. Create long-term (3-5) alignment between technical strategies and business strategies, including achieving consensus and synergy with stakeholders. 2. Internal Research &Development: Provide leadership in IRAD planning and execution. Ensure that IRAD plans are tightly coupled with technical and business strategies. Guide direction of IRAD investment to technology investigation that is aligned with long term strategy. 3. Business Pursuit: Support front end business development activities including planning, customer visits, presentations and proposal development. Collaborate extensively with external customers and partners, internally within the division and externally across GDC4S. Develop customer intimacy, understanding their needs, and communicating at the appropriate level of the varying degrees of technical knowledge. Oversee creation of solution technical baselines to assure designs are technically sound and that they are competitive differentiators for C4S. Ensure creation of best-in-class proposals, customer presentations, white papers, etc. to influence business pursuit. 4. Technology Road Map: Provide leadership in technology roadmap planning at the business unit and division levels. 5. Technical Leadership: Serve as a Technical Catalyst for innovation and to nurture innovative thinking. a. Be recognized within the company as a professional authority and a technical visionary in the domain of expertise and be broadly available to technical community, serving as strategic advisor and subject matter expert as appropriate. b. Apply advanced principles of engineering and management to solve problems involving the development of complex technology. c. Use influence within technical community to mitigate issues. d. Provide leadership in technical staff development, through support of strategic hiring, mentoring, and by facilitating technical staff training. e. Assist engineering leaders with application and tailoring of best practices to ensure that technical strategies are realized. 6. Engineering Cultural Influence: Create an environment in which the impact of technology on the business is clearly recognized. Act as a disruptive stimulator to the rest of the business by questioning the status quo and providing strategic foresight to fuel the company’s competitive edge going forward. Drive the organization to move beyond normal day to day transactional activities and to practice transformational thinking, including getting out of the comfort zone and stretching the mind. Eliminate redundancies and help business areas achieve greater engineering efficiency. 7. Presentation of Strategies: Create expert representations of technical strategies that clearly illustrate the technology roadmap, gap analysis, SWOT analysis, ROI analysis, etc.. Such presentations should demonstrate good choices of artifacts, pictures, charts, data etc., to provide collaborators and decision makers with meaningful information to which they can react, critique, etc.
PERFORMANCE EVALUATION: The success of the Principal Member of Technical Staff in achieving the objectives described above will be measured by the following: o Drives long range technical strategy of division. o Ensures sound IRAD investment strategy. o Helps to drive new business based on technical capability. o Creates Technology Road Map for the division with long-term 3-5 year big picture view. o Successfully serves as SME / Go-To person and innovator for technical solutions. o Helps to effect a cultural shift to a more innovative forward thinking organization. BACKGROUND AND EXPERIENCE: The ideal candidate will have the following education, work history, knowledge, and skills. Education: BS degree in the field of Computer Science, Computer Engineering, Electrical Engineering, or similar is required. An advanced degree is desirable. Experience, knowledge and skills: 12+ years of demonstrated results and technical leadership success on large system-of-system programs. Understanding of software applications, Service Oriented Architectures (SOA), governance, business process development, design, and system-of-systems (federated) solutions and best practices is required. Technical domain expertise in C2 systems is preferred, including system architecting and the full life cycle of system engineering. Must be able to work with limited supervision and be capable of leading technical teams. Must possess excellent communication skills and be capable of presenting technical concepts in easy to understand terms to large audiences. Ideal candidate would have wide system of systems background including: o Technical domain expertise in Battle Command, ISR, Logistics, C2 and C4 systems with experience integrating technology with functional area of expertise. o Understanding of the entire life cycle of a system development program. o Experience developing and reviewing systems engineering artifacts for critical mission systems. o Experience with hardware development programs. o Solid foundation in: Software development programs including Service Oriented Architectures (SOA) trends and approaches, plus Computing technology, Networks, Communications, Wireless network communications, Distributed computing, Modeling and Simulation, Integration and Test. o Mechanical engineering knowledge including concepts and approaches with a good understanding of thermal, shock, and vibration and power disciplines. o Experience developing technology roadmaps and doing strategic planning. o Experience applying depth of knowledge in identifying leading edge and breakaway technologies. o Experience accessing the risk of new development and providing leadership in the mitigation of these risks using a structured risk management approach. o Experience presenting solutions to technical issues to a non-technical audience. o Demonstrated success in anticipating technology, process, and skill needs o Demonstrated leadership as follows: • Demonstrated success influencing the development of technical opportunities leading to new business. • Demonstrated success influencing the management and mitigation strategies associated with the organizational risk portfolio. • Demonstrated performance in taking immediate & decisive action in dealing with technical & performance issues. • Demonstrated proactive leadership with name recognition throughout company and customer organizations. • Able to anticipate needs and concerns of the technical community and bring about resolutions.
Citizenship, Clearance, Travel: • Secret level U.S. DoD security clearance is a strong plus. Must be capable of obtaining a security clearance. Citizenship is required. • Must be able to travel 20% of the time.
