Responsibilities:





The Principal Director of ISR S&T (Sr. Mgr., Engineering) is responsible for helping the government formulate new Intelligence, Surveillance and Reconnaissance (ISR) Science and Technology (S&T) programs, winning strategic ISR S&T programs that create growth opportunities and developing new customer relationships.



This position reports to the IIS Director of Contract R&D and collaborates closely with Business Development leadership across Raytheon Intelligence and Information Systems (IIS).



The Principal Director of ISR S&T will be responsible for:



* Leading ISR S&T proposal efforts and occasionally serving as Principal Investigator on research efforts.



* Collaborating with IIS Business Development Executives and Technology Leadership to ensure the transition of ISR S&T efforts to existing and new business capture. Consequently, the Principal Director of ISR R&D is responsible for co-developing the strategies and plans necessary to create technology discriminators for new business.



* Collaborating in the development of an integrated ISR technology strategy to achieve the IIS Annual Operating Plan (AOP) and the IIS 5-year strategic plans.

* Collaborating across the entire Raytheon Company to minimize pursuit costs and maximize strategic benefits to Raytheon as a whole.



* Meeting the strategic and revenue objectives of the ISR portion of the IIS AOP.



* Ensuring that government S&T program mangers and other S&T leadership are familiar with Raytheon's ISR R&D capabilities and internal R&D plans. The principal S&T organizations are DARPA, ONR, NRL, AFRL, ARL, ARO, Army RDEC, NASA, HSARPA and other classified organizations.







Work location: This individual could work in Garland, TX, Falls Church, VA, Dulles, VA, State College, PA or Aurora, CO.







Basic Qualifications - Required Experience, Skills:







* Masters (Ph.D. Preferred) in an electrical engineering, computer engineering, computer science or a strongly related engineering or



scientific field plus 15 or more years of related work experience.



* 15+ experience in RF and Digital Signal Processing, detection, tracking - new technology and techniques development in hardware and software



* Must be a recognized industry leader in ISR S&T with prior performance as Principal Investigator, PM or senior leader of government ISR R&D.



* A strong technical background with special emphasis on following domains: digital and RF signal processing, information fusion and related intelligence information systems processing and storage.



* Experience building and/or managing teams devoted to research & development activities.



* Have natural abilities to speak publicly about complex technical concepts in an informative style.



* Communicate effectively, through text and graphics, to audiences of ISR industry experts and persons of marginally technical ISR competencies.



* Requires an active or current (active within the last five years) TS/SCI SSBI security clearance.







Desired Experience, Skills, Knowledge:

* A current and active TS/SCI SSBI security clearance



* Image Processing, MASINT, Hyperspectral LIDAR and LADAR



* SIGINT, exploitation methodologies, computing and communications hardware architectures, communication protocols.



* Experience managing innovation teams, IS&T R&D.



* Record of industry publications.



* Experience managing budgets



* 15 or more years of related work experience.



* Have a broad personal network within S&T community.



* Ph.D. in an electrical engineering, computer engineering, computer science or a strongly related engineering or scientific field.
