Position Description: The Process Safety Engineer supports process and operational safety by focusing on the process design aspects of process safety systems (e.g., overpressure protection, blast protection, fire protection). This includes identifying, assessing, and managing risks associated with refinery process operations and recommending improvements while complying with corporate standards and OSHA PSM and EPA RMP regulatory requirements.
Primary Responsibilities:
Lead process safety risk assessments, hazard identification/evaluation studies, hazard operability studies (HAZOPs), consequence analysis, layers of protection analysis (LOPA), and SHE reviews
Advise business teams on process safety risks identified through risk assessments and HAZOPs and provide recommendations to further reduce risk
Manage the EPA's Risk Management Program (RMP) rule for the refinery and ensure plans remain current and accurate
Serve as subject matter expert for permanent building facility siting
Assist in development of company-wide risk management decision-making tools
Provide oversight and quality control of specialty consultants
Background Requirements:
- BS degree in Chemical Engineering (preferred) or Mechanical Engineering
- Extensive experience in the process design aspects of process safety systems in petroleum refining or petrochemical plant operations
- Experience in evaluating and making risk-based decisions regarding risk mitigation options, including experience in facility siting
- Strong understanding of systems safety and hazard/risk analysis procedures
- Extensive experience in facilitation and interpretation of hazard identification/evaluation studies and risk assessments, including HAZOPs and quantitative risk assessments (QRA)
- Experience managing the OSHA PSM Standard and RMP Rule
- Strong attention to detail, self-initiative, time management, and ability to meet deadlines
- Excellent interpersonal skills and ability to communicate well to different levels of the organization and regulatory entities
