Job Description


 


The PCAOB has a full-time, regular position for a Procurement Manager in the Office of Budget, Program Analysis, and Strategic Planning at its Washington, DC headquarters office.  Reporting directly to the Budget Director, the incumbent will be responsible for assisting and advising the Budget Director with all elements of the PCAOB’s procurement, contract management, and related negotiation activities.  The incumbent also will be responsible for assisting the Budget Director with developing and analyzing requests for proposals (RFPs) and coordinating contract execution and ongoing contract oversight with the PCAOB’s Office of General Counsel (OGC) and Office of Administration staff.


 


Responsibilities


 


·          Assists in the development of acquisition strategies, requests for proposals (RFPs), and statements of work (SOWs);


·          Analyzes and reviews RFPs for a broad array of human resources, information technology, library, and related services;


·          Conducts market research to determine potential sources, vendors, and costs of desired goods and services;


·          Leads/participates on negotiation team during contract negotiations;


·          Works closely with Budget Office, OA Staff, Finance, and OGC staff to review contract terms and conditions and the cost reasonableness of solicitations.


 


Qualifications


 


·          Minimum of ten years experience in contracting, contract management, procurement or related field;


·          Bachelor’s degree in accounting, business, finance, economics or other related field required;


·          Federal contracting experience and familiarity with Federal Acquisition Regulations (FAR) strongly preferred;


·          Experience with and knowledge of contract negotiation techniques and practices required;


·          Experience soliciting RFPs, evaluating proposals, and performing related cost analyses;


·          Experience working independently on a project-by-project and ad-hoc basis;


·          Ability to present findings, ideas, and recommendations in a clear, concise, and well-organized manner;


·          Ability to maintain effective relationships with and gain the cooperation of supervisors, managers, co-workers, and other organization officials to complete solicitations and acquisitions in a timely manner;


·          Ability to verbally communicate clearly and persuasively to relay information on complex issues; and


·          Ability to use spreadsheet software, word processing, and database packages.
