Procurement Manager; Supply Chain - Construction

 

This is an experienced position that will require the individual to provide the organization with a solid platform for reducing risk, ensuring cost effective procurement, and formalizing process/procedures for all purchases made supporting our business.

 

Supply chain management experience and construction experience highly desired.

Position location - Tampa, FL or Chicago, IL.

 

Major Responsibilities:

  • Develop procurement department serving both commercial and government business unit project needs.
  • Consistent process/procedures for securing materials, supplies, and subcontractors.
  • Implement/lead cost savings/buy down initiatives.
  • Integrate Timberline purchasing system across the organization with PO requisitions being done at the field level within Timberline.
  • Develop system to track purchase requisitions, turnaround time for POs/Subcontract agreements, and completed document filing system.
  • Working with Accounting to mandate the receiving process company wide.
  • Oversee set-up and management of all direct bill accounts.
  • Serve as senior approval on purchases/subcontracts in compliance with levels of authority.
  • Develop, evaluate, and negotiate master service agreements to assure best overall product/supplier mix for organization.
  • Evaluate/update top 20 vendors to negotiate best bulk buying purchasing power.
  • Develop and Implement the use of “Standard Items” within the Timberline purchasing module to assist in tracking historical data to assist in estimating and buy downs(working with Accounting as these standard items will be critical to T&M billing thought and coordination will need to be developed before implementation).
  • Ensure compliance with procurement procedures – conduct audits on Purchase Orders/Subcontract Agreements for compliance with department procedures.
  • Actively integrate with sales/estimating, accounting, equipment, quality, engineering, and other departments in representing the Purchasing Department and ensuring the purchase of the most cost-effective commodities and services.
  • Responsible for assuring continuous supply and timely procurement for high quality materials, supplies, and commodities.

Government Specific

  • Develop procurement process in compliance with FARs and DFARs.
    • Develop organization/procedures needed to comply with FAR regulations.
  • Serve as subcontract administrator and lead timely, accurate filing of periodic reports as required by specific contracts.
  • Obtain approved contractor purchasing system review in compliance with federal government requirements.
  • Develop MBE/SBE/WBE/SDBE subcontracting program/process.

Performance goals include:

  • Demonstrate minimum 5% savings to bottom line due to procurement activities.
  • Gain Approval of FAR/DFAR procurement.

 

Position specifications include:

 

  • Minimum 5 years experience in purchasing/supply management/cost management.
  • Construction environment experience, preferred.
  • Strong communication skills, attention to detail, ability to prioritize and multitask.
  • Experience in government procurement, highly desired.
